TheGreenPapers.com Synopsis of DNC Rules and Bylaws Committee Meeting of Friday 1 December 2023
by TheGreenPapers.com Staff

DNC Rules and Bylaws Committee Meeting of 1 December 2023: https://www.youtube.com/watch?v=5MvkTA2ysp8. youtube.com 2 hours 14 minutes.

22:30-- 37 plans have been found in full compliance with 19 addition plans being added since the October meeting. 17 plans remain in conditional compliance and 1 plan is in non-compliance.

23:44-- Puerto Rico. DNC Rules and Bylaws Committee found this plan to be in full compliance.

27:32-- New York. DNC Rules and Bylaws Committee granted, with conditions, a waiver request concerning ballot signature requirements per Rule 15.A.

34:46-- Utah. DNC Rules and Bylaws Committee granted a waiver concerning voter participation per Rules 2.A and 2.B.

40:40-- Ranked choice voting. Waver granted to Maine in October; full compliance granted to Alaska, Hawaii, and Oregon. Wyoming is working with the DNC.

47:30-- Iowa. The 5 March Presidential Preference Cards (party run primary) was discussed. There is a State Central Committee meeting on December 2. President Biden, Congressman Philips, Marianne Williamson, and uncommitted are on the Presidential Preference card. The Committee had no objections to the process.

52:45-- New Hampshire. While the party has received a waiver to hold their primary on 6 February, the 23 January state-run primary date violates party rules. The Committee discussed rule 21.C.1. that states that a candidate cannot receive delegates from a state that violates the timing rules. Candidates cannot campaign in the state, must not put their name on the ballot, and must take action to remove their name from the ballot. Per Rule 12, the Committee regards this as a non-binding advisory primary. Rule 14.G states candidates should not participate in non-binding advisory primaries, also known as a "beauty contest" or "straw poll". Hence, no delegates are allocated by the New Hampshire 23 January state-run primary. Rule 21.C.1. states that when a primary violates party rules, the number of pledged delegates will be reduced by 50% and the unpledged delegates shall not be permitted to vote. When the 50% is applied, and delegate fraction below 0.5 delegates is rounded down to the whole number and when equal to or greater than 0.5 delegate is rounded up to the whole number.

2:00:50-- Alabama. Discussion on revised bylaws. The delegate selection plan will be considered in the near future.

2:07:40-- There will be a January virtual meeting of the Committee.
