Delegate Selection Plan from the Montana Democratic Party.

16 June 2023: DNC Rules and Bylaws Committee Meeting found this plan in conditional compliance. Due to the June primary, the state qualifies for a 20% bonus.

6 October 2023: DNC Rules and Bylaws Committee found this plan to be in full compliance.


   

This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

There is no party registration in Montana. Individuals who vote in a primary election are given all the parties' ballots, and can choose in private which party ballot they wish to vote.

Tuesday 4 June 2024: Montana Primary. Hours reportedly 7:00a-8:00p MDT (1300-0200 UTC). A polling place with less than 400 registered voters must be open at least from noon to 8 p.m. or until all registered electors have voted. Delegate Pledging: Proportional Primary. Voter Eligibility: Open Primary.

20 of 25 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Montana Presidential Primary. Write-in votes are permitted. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the congressional district or statewide level.   • 12 district delegates are to be pledged proportionally to presidential contenders based on the results of the primary.
    • District 1 (Western District) includes: Beaverhead, Deer Lodge, Flathead, Gallatin, Glacier, Granite, Lake, Lincoln, Madison, Mineral, Missoula, Powell, Ravalli Sanders, Silver Bow, and Pondera (split) Counties.
    • District 2 (Eastern District) includes: Big Horn, Blaine, Broadwater, Carbon, Carter, Cascade, Chouteau, Custer, Daniels, Dawson, Fallon, Fergus, Garfield, Golden Valley, Hill, Jefferson, Judith Basin, Lewis and Clark, Liberty, McCone, Meagher, Musselshell, Park, Petroleum, Phillips, Pondera (split) Powder River, Prairie, Richland, Roosevelt, Rosebud, Sheridan, Stillwater, Sweet Grass, Teton, Toole, Treasure, Valley, Wheatland, Wibaux and Yellowstone Counties.
  • In addition, 8 delegates are to be allocated to presidential contenders based on the primary vote statewide.
    • 5 at-large National Convention delegates
    • 3 Pledged PLEOs

An individual participating in this stage of the Delegate selection process can publicly declare their party Preference by filing a Democratic Affirmation Statement with the county party.

Thursday 6 June 2024: County Caucuses meet to elect delegates to the State Convention according to the results of the primary.

 

Saturday 8 June 2024: State Convention

National Conventions delegates are elected according to the results of the primary.

The remaining 5 National Convention delegates consist of

  • 5 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 1 Member of Congress (1 Senator and 0 Representatives).
    • 0 Governors.
    • 0 Distinguished Party Leaders.

These 5 delegates and will go to the Democratic National Convention officially "Unpledged".
