2024 Presidential Primaries, Caucuses, and Conventions

The delegate selection processes herein, along with any and all dates and delegate counts associated therewith, are unofficial and based on either (1) information obtained from either Major Party, (2) Presidential Primary dates established by currently-effective State statute, or- where the foregoing information could not be obtained- (3) the state's 2020 delegate selection process and associated dates adjusted to the corresponding dates in 2024.

Democrats

  • The Democratic National Committee Rules and Bylaws Committee's 2 December 2022 recommendations for the "pre-window" dates have been used. Iowa is arbitrarily assigned a date of March 2024 for the time being.
  • Delegate counts reflect the DNC's 2024 Delegate Allocation document of 8 August 2022.
  • Democratic pledged delegate counts are determined by the jurisdiction's Presidential vote in 2012, 2016, and 2020; along with the jurisdiction's number of electors in 2024.
  • Democratic unpledged delegate counts are determined by the number of DNC Members, Democratic Governors, Democratic U.S. House members, and Democratic U.S. Senators serving at the time of the convention. The count for DNC Members, Distinguished Party Leaders is from the 2020 Convention. The tallies of Governors, Democratic U.S. House members, and Democratic U.S. Senators are the current officeholders.
  • Democratic Bonus Delegates and penalties are preliminary.

Republicans

  • Republican delegate counts are based on the number of Republicans elected to the State Legislatures, Governors chairs, U.S. House seats, and U.S. Senators seats through 31 December 2023. Republican unpledged delegate counts are determined by state (or equivalent) party rules. We have assumed that the policies of 2020 will apply in 2024.
  • The Republican district delegate count is based on the number of U.S. House members each state will elect in 2024.
  • Republican penalties for violating the timing window are not included in these delegate tallies.

16 March 2022: NJDSC Letter to DNC to consider making New Jersey one of the first presidential primary states, LeRoy J. Jones, Jr., Chairman, New Jersey Democratic State Committee


   

This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

Participation in New Jersey's delegate selection process is open to all voters registered as Democrats. A detail: "Independent" voters are ineligible to vote in the Democratic Primary, however, "Unaffiliated" voters are eligible to participate with the understanding that their party affiliation will automatically change to Democrat upon casting their vote.

Tuesday 4 June 2024 (presumably): New Jersey Primary. Hours reportedly 6:00a-8:00p EDT (1000-0000 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Modified Primary.

107 of 127 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's New Jersey Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.   • 70 delegates are to be pledged proportionally to presidential contenders based on the primary results in each of 20 "delegate districts" (unlike the Democratic Parties in most other states, New Jersey's Democrats will not be allocating the state's district delegates to the Democratic National Convention by congressional district but, instead, will utilize 20 special "delegate districts", each of which will consist of two Legislative Districts paired together. (New Jersey elects its State Legislature by Legislative District shared by both the Senate [the upper house] and the General Assembly [the lower house]: each of the state's 40 Legislative Districts [LD] elects 1 of the 40 state senators and 2 of the 80 state assemblymen).
  • In addition, 37 delegates are to be pledged to presidential contenders based on the primary vote statewide.
    • 23 at-large National Convention delegates
    • 14 Pledged PLEOs

District-level delegates are elected by a two-part primary in which delegate positions are allocated based on a Presidential preference primary and filled through the election of delegates directly on the ballot. National Convention District delegates slates are approved by each Presidential candidate prior to the primary.

 

Saturday 8 June 2024 (presumably): Democratic State Committee / State Convention

National Convention Pledged PLEO and At-Large delegates are elected according to the results of the primary.

The remaining 20 National Convention delegates consist of

  • 20 Unpledged PLEO delegates:
    • 8 Democratic National Committee members.
    • 11 Members of Congress (2 Senators and 9 Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.

These 20 delegates and will go to the Democratic National Convention officially "Unpledged".

 

Wednesday 12 June 2024 (presumably): Special post-Primary State Convention. Hours reportedly begin at 10:00a EDT (1400 UTC).

The State Convention convenes to select the Pledged PLEO and the At-Large delegates.

If a presidential candidate has qualified to receive District delegates but has failed to slate a sufficient number of delegate candidates, a special post-primary caucus fills the positions.
