14 September 2023: DNC Rules and Bylaws Committee found this plan to be in conditional compliance.


   

Participation in Idaho State's delegate selection process is open to all voters who wish to participate as Democrats. All citizens who reside in Idaho, and publicly declare themselves to be participating as Democrats and that they will not participate in the nominating process of any other party.

Thursday 23 May 2024: Idaho County Caucuses. Hours 5:00p-8:00p MDT (2300-0200 UTC) / 5:00p-8:00p PDT (0000-0300 UTC). Delegate Pledging: Proportional Caucus/Convention. Voter Eligibility: Modified Caucus/Convention. County Caucuses also choose delegates to the Idaho State Democratic Convention.

23 of 27 delegates to the Democratic National Convention are allocated to presidential contenders in proportion to the percentage of the support each candidate receives. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the congressional district level or statewide level.   • 15 district delegates are to be allocated proportionally to presidential contenders based on the results in each of the State's 2 congressional districts.
  • 8 delegates are pledged to presidential contenders based on the support each candidate receives statewide.

Saturday 22 June 2024: The Idaho State Democratic Convention in Moscow. Hours 2:00p-6:00p PDT (2100-0100 UTC). 23 Pledged National Convention delegates are elected according to the results of the County Caucuses.

The remaining 4 National Convention delegates consist of

  • 4 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 0 Members of Congress (0 Senators and 0 Representatives).
    • 0 Governors.
    • 0 Distinguished Party Leaders.

These 4 delegates and will go to the Democratic National Convention officially "Unpledged".

 

 

30 March 2023: H 138 was signed into law by Governor Brad Little (Republican). HB 138 was thought to consolidate the presidential primary with the state Primary so that all primary elections are held on the 3rd Tuesday in May ... but it does not specifically add a Presidential Primary to the state primary on the 3rd Tuesday in May so it effectively eliminates the Presidential Primary. [Idaho Statutes Title 34 Chapter 1. 34-102.]

circa 19 April 2023: The Idaho legislature adjourned without restoring the Idaho presidential primary.

5 May 2023: A Message from the Chair: Presidential Primary Mess Needs a Legislative Fix from Lauren Necochea, Idaho Democratic Party Chair.

8 May 2023: Idaho is planning for a caucus in 2024.

19 May 2023 Idaho Democratic Party post draft plan with the disclaimer: "On March 30th, Governor Little signed HB 138, which moved Idaho's Presidential Primary back to May. Due to an issue in the bill Idaho’s Primary has mistakenly been eliminated altogether. Due to this the Idaho Dems have written a caucus plan for the 2024 delegate election. It is our hope that the legislature will fix this issue. Due to this this plan is highly likely to change."

6 September 2023: Idaho Senate reaches support for special session on presidential primary from the Idaho Capital Sun.
