Participation in Pennsylvania's delegate selection process is open to all voters who are enrolled as members of the Democratic Party. Pennsylvania requires voters to be enrolled for no less than 15 days prior to the Primary.

This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

"Uncommitted" will not appear on the ballot and no individual will be permitted to file as a delegate candidate pledged as "uncommitted". Write-in candidates are allowed.

Tuesday 23 April 2024: Pennsylvania Primary. Hours reportedly 7:00a-8:00p EDT (1100-0000 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Closed Primary.

159 of 185 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Pennsylvania Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.   • 105 district delegates are to be pledged proportionally to presidential contenders based on the primary results in each of the State's 17 congressional districts.
  • In addition, 54 delegates are to be pledged to presidential contenders based on the primary vote statewide.
    • 35 at-large National Convention delegates
    • 19 Pledged PLEOs

District Level delegates appear on the primary ballot and selections are made from the highest vote getters. In the event a presidential candidate qualifies to receive District delegates but failed to slate a sufficient number on the primary ballot, the necessary delegates will be elected om 1 June 2024 by the State Committee.

Saturday 1 June 2024: State Convention.

National Convention Pledged PLEO and At-Large National Convention Delegates are elected by the State Committee according to the results of the Primary.

The remaining 26 National Convention delegates consist of

  • 26 Unpledged PLEO delegates:
    • 13 Democratic National Committee members.
    • 11 Members of Congress (2 Senators and 9 Representatives).
    • 1 Governor.
    • 1 Distinguished Party Leader (forner DNC Chairman Ed Rendell).

These 26 delegates and will go to the Democratic National Convention officially "Unpledged".

 

The Pennsylvania General Assembly is considering a moving the primary to 2 April 2023 to avoid conflicts with religious holidays.

13 February 2024 (23 January if primary date is moved): Presidential candidate filing deadline.

SB 224 would move the primary from the 4th Tuesday in April to 3rd Tuesday in May for non-Presidential years; the 4th Tuesday in April for Presidential years; and for 2024 only, 16 April 2024.
