DNC Delegate Selection Plan from the Democratic Party of Puerto Rico.

28 July 2023: DNC Rules and Bylaws Committee Meeting found this plan (the 17 March 2024 state-run primary) in conditional compliance.

6 October 2023: DNC Rules and Bylaws Committee Meeting announced that Puerto Rico will be moving from a state-run primary to a 28 April party-run primary due to funding issues. The party will vote on the new plan on 2 November 2023.

1 December 2023: DNC Rules and Bylaws Committee found this plan to be in full compliance. We are missing the date that the Secretary of State publishes list of candidates.

Presidential Primaries are held on dates set by each party no later than 1 December of the year prior to the General Election. [Article 8.6.a. (16 L.P.R.A. § 4646) (2)]


   

Participation in Puerto Rico's delegate selection process is open voters who wish to participate as Democrats. Participants may not take part in any other party's Presidential Nominating process. Voters declare their Democratic Party preference by signing in the official voter list or signing a party affiliation form [Act 58-2020, § 8.4a, 16 L.P.R.A. §4644].

Sunday 28 April 2024: Puerto Rico Party-run Primary. Hours reportedly 8:00a-3:00p AST (1200-1900 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Open Primary.

55 of 60 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of today's Puerto Rico Party-run Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the senatorial district or islandwide level. Write-ins are not permitted. Uncommitted does not appear on the ballot. How the Democratic Proportional Delegate Allocation Math works.

  • 36 senatorial district delegates (Puerto Rico has no congressional districts) are proportionally pledged to presidential contenders by the Primary. District delegates appear on the ballot and the delegates to the National Convention are selected from the highest vote-getters.
  • In addition, 12 at-large and 7 Pledged PLEOs delegates are pledged to presidential contenders according to the islandwide primary vote.

Saturday 8 June 2024: State Convention. National Convention Pledged PLEO and At-Large delegates are elected according to the results of the primary. If a candidate qualified to receive District delegates, but failed to slate a sufficient number of delegates, the additional delegates are selected at the State Convention.

The remaining 5 National Convention delegates consist of

  • 5 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 0 Member of Congress (the Resident Commissioner is a non-voting Delegate in the House of Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.

These 5 delegates and will go to the Democratic National Convention officially "Unpledged".
