Delegate Selection Plan from the Nebraska Democratic Party.

16 June 2023: DNC Rules and Bylaws Committee Meeting found this plan in conditional compliance. Due to the May primary, the state qualifies for a 20% bonus which is 4 delegates.

14 September 2023: DNC Rules and Bylaws Committee found this plan to be in full compliance.


A candidate who has been determined by the Secretary of State to be a recognized candidate for the presidency is automatically placed on the primary election ballot. For others, the deadline for filing is 15 March 2024.


   

Participation in Nebraska's delegate selection process is open to all voters who wish to participate as Democrats. Nebraska has voter registration by party and provides that a political party may allow non-affiliated voters to vote in their primary election. Nebraska Democratic Party has adopted this rule for 2024.

Tuesday 14 May 2024: Nebraska Primary. Hours reportedly 8:00a-8:00p CDT / 7:00a-7:00p MDT (1300-0100 UTC). The polls open and close at the same GMT/UTC time, that is, polls open and close at a particular local time in the advanced time zone and open and close one hour earlier local time in the lagging time zone. Delegate Pledging: Proportional Primary. Voter Eligibility: Modified Primary.

29 of 34 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the Primary. Write-in candidates are allowed. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates. How the Democratic Proportional Delegate Allocation Math works.

  • 20 district delegates are to be allocated proportionally to presidential contenders based on the preferences expressed Primary in each of the State's 3 congressional districts.
  • 9 delegates are to be allocated to presidential contenders based the support for the presidential contenders in the Primary as a whole.

    • 3 Pledged PLEOs

Saturday 18 May - Tuesday 28 May 2024: County Conventions. County Convention delegates choose the county's delegates to the Nebraska State Democratic Convention.

 

Friday 7 June - Sunday 9 June 2024: The State Democratic Convention convenes in Hastings. On 8 June, National Convention Delegates are elected on according to the results of the Primary.

The remaining 5 National Convention delegates consist of

  • 5 Unpledged PLEO delegates:
    • 5 Democratic National Committee members.
    • 0 Members of Congress (0 Senators and 0 Representatives).
    • 0 Governors.
    • 0 Distinguished Party Leaders.

These 5 delegates and will go to the Democratic National Convention officially "Unpledged".
