All 32 of Idaho's National Convention delegates are pledged to Presidential contenders based on the vote in today's Presidential Preference Caucus [Idaho Republican Party State Rules. Idaho Rules for Selection of Delegates to the National Convention and State Convention. Article V. Sections 1, 15(a).]

  • If one candidate receives more than 50% (another section says 51%) of the statewide vote, that candidate receives all the National Convention Delegates.
  • Otherwise, the National Convention delegates are allocated proportionally to those candidates receiving 15% or more of the statewide vote. Round the delegates to the nearest whole number. Any remainder goes to the winning candidate.
  • Otherwise, If no candidates receives 15% or more of the statewide vote there is no threshold. The National Convention delegates are allocated proportionally and rounded to the nearest whole number. Any remainder goes to the winning candidate.
  • The formula does not take into account the case where rounding results in too many delegates being allocated.

Circa May 2024 (date not set): Regional Nominating and Executive Committee.

The Nominating Committee selects the district delegates (80% of which are provided by the Presidential candidates) and the Executive Committee selects the at-large delegates from a list provided by the Presidential candidate(s).

Each Presidential candidate prepares a list of proposed National Convention delegates. 80% (29 × 0.8 = 23.2 round to 23) of the delegates are selected from the list provided by the candidate and 20% (29 × 0.2 = 5.8 round to 6) by the Regional Nominating Committee. The remaining 3 RNC Delegates (National Committee Man, National Committee Woman, and Chair of the Party) will also go to the convention. In either case, National Convention delegates are apportioned according to the results of the Presidential Caucus.

... Delegates ... shall be obliged on the first ballot taken at the Republican National Convention to vote for the candidate who nominated them, provided any Delegates selected as representing the "uncommitted" choice shall be free to cast their vote for any candidate whose name has been placed in nomination before the Republican National Convention. In the event of death or withdrawal ... or release of Delegates by a candidate prior to the first ballot ... Delegates committed to such a candidate ... become uncommitted [Rule Article VI Sections 2-4].



A decision concerning the alternative Presidential Preference Convention to the cancelled state primary was made at the Summer Meeting (and documents) on 23-24 June 2023.

  1. Approved at the 23-24 June Summer Meeting-- Rule 2023-11. Clinton Daniel Caucus Proposal for a 2 March 2024 caucus: If one candidate wins more than 50% of the statewide vote, that candidate receives all the National Convention Delegates. Otherwise, the National Conventions delegates are allocated proportionally to those candidates receiving 15% or more of the statewide vote rounded to the nearest whole number. Any remainder goes to the winning candidate. The formula does not take into account the case where rounding results in too many delegates being allocated.
  2. Rule 2023-12. Bjorn Handeen Caucus Proposal. After 1 January but before 15 February registered Republicans in each county will select delegates to the Republican Presidential Preference Convention. A single round of voting for Presidential candidates is held a the Convention.
    1. 20% of the state's National Convention delegates are selected by the Nominating Committee of the Idaho State Republican Convention and will attend the National Convention as unpledged delegates.
    2. The remaining 80% National Conventions delegates are allocated proportionally to those candidates receiving 20% or more of the statewide vote. However, If no candidate receives 20% of the vote, the remaining 80% of the National Convention delegates are apportioned proportionally.
    The formula does not take rounding into account. On the 1st ballot at the Republican National Convention, the delegates must vote as pledged. If a candidate dies, withdraws, or releases delegates prior to the 1st ballot at the Republican National Convention, the delegates become uncommitted.
  3. If the Idaho Legislature chooses before 1 October 2023 to reinstate the March Presidential Primary, then the Idaho Republican Party rules governing that process revert to the rules as revised in January of 2023.

30 March 2023: H 138 was signed into law by Governor Brad Little (Republican). HB 138 was thought to consolidate the presidential primary with the state Primary so that all primary elections are held on the 3rd Tuesday in May ... but it does not specifically add a Presidential Primary to the state primary on the 3rd Tuesday in May so it effectively eliminates the Presidential Primary. [Idaho Statutes Title 34 Chapter 1. 34-102.]
