28 July 2023: DNC Rules and Bylaws Committee Meeting Committee Meeting found this plan in conditional compliance.

14 September 2023: DNC Rules and Bylaws Committee found this plan to be in full compliance.

24 April 2023: SB 379 was signed into law by Governor Wes Moore (Democratic) which moves the Presidential Primary to the 2nd Tuesday in May (14 May 2024).


At Secretary of State's discretion, presidential candidate names are placed on the ballot 80 days before the primary election. Alternately, the petition deadline is 83 days before the day of the election.

Tuesday 2 January 2024: Deadline for the Secretary of State to certify the names of the Republican and Democratic candidates for U.S. President for the primary election.

Friday 9 February 2024: Filing deadline for Presidential candidates who are not recognized by the Secretary of State.


   

This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

Voters must be registered as Democrats to participate in the primary.

Tuesday 14 May 2024: Maryland Primary. Hours 7:00a-8:00p EDT (1100-0000 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Closed Primary.

Participation in Maryland's delegate selection process is open to registered Democrats.

95 of 118 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Maryland Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.   • 63 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 8 congressional districts. District-level delegates are elected by a two-part primary in which delegates appear on the ballot by Presidential Preference.
  • In addition, 32 delegates are to be allocated to presidential contenders based on the primary vote statewide.
    • 21 at-large National Convention delegates
    • 11 Pledged PLEOs

Saturday 8 June 2024: State Party Committee Meeting.

Pledged PLEO and At-Large National Convention delegates are elected nu the State Central Committee according to the Presidential Preferences expressed at the Primary. If a presidential candidate is eligible to receive District delegates but failed to slate a enough delegates, the Democratic State Central Committee elects additional delegates pledged to that candidate.

The remaining 23 National Convention delegates consist of

  • 23 Unpledged PLEO delegates:
    • 12 Democratic National Committee members.
    • 9 Members of Congress (2 Senators and 7 Representatives).
    • 1 Governor.
    • 1 Distinguished Party Leader (former DNC Chairman Joseph J. "Joe" Andrew).

These 23 delegates and will go to the Democratic National Convention officially "Unpledged".
