Participation in Delaware's delegate selection process is open to all voters who are registered to vote as Democrats. "Pursuant to Delaware State Law, if the Delaware Democratic Party submits the name of only one Presidential Candidate, and no other candidates file for the ballot, the state run Presidential Primary shall be cancelled. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the "subdivision" or statewide level.
