21 April 2023: Kansas Governor Laura Kelly (Democratic) signed HB 2053 which states "On March 19, 2024, for each political party that is a recognized political party ... there shall be held a presidential preference primary ... this subsection shall not apply to any ... party ... that has submitted written notice ... on ... December 1, 2023, that such political party has elected to not participate ... [K.S.A. 25-4501a, Sec. 4., (b) (1) (2)]." [HB 2053 page 6].


   

Each political party must notify the Secretary of State in writing on or before 16 January 2024, as to who may vote in the party’s primary election.

Any qualified Kansas voter who has registered with the Kansas Secretary of State as a Democratic is qualified to vote in the Primary.

Tuesday 19 March 2024: Kansas Primary. Hours 7:00a-7:00p MDT (1300-0100 UTC) / 7:00a-7:00p CDT (1200-0000 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Closed Primary.

33 of 39 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of today's Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at the congressional district level or statewide level.   • 22 district delegates are to be pledged proportionally to presidential contenders based on the Primary vote in each of the State's 4 congressional districts.
  • 11 delegates are to be allocated to presidential contenders based on the statewide Primary vote.

Saturday 20 April 2024: District Conventions. District Conventions convene between 10a and 12 noon to elect 22 Democratic National Convention district-level delegates according to the results of the Primary.

 

Saturday 25 May 2024: State Convention

The At-Large and Pledged PLEO delegates are elected by the State Party Committee according to the results of the Primary.

The remaining 6 National Convention delegates consist of

  • 6 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 1 Member of Congress (0 Senators and 1 Representative).
    • 1 Governor.
    • 0 Distinguished Party Leaders.

These 6 delegates and will go to the Democratic National Convention officially "Unpledged".
