New Jersey Primaries for Statewide offices and Congress

New Jersey State and Local Government

26 September 2023: The New Jersey Republican State Committee voted 34-0 to reject the proposal to replace the New Jersey Republican Presidential Primary with a state convention vote. The party requested a waiver from the RNC (which was later denied) to use the state-run primary instead.

This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

Tuesday 4 June 2024: New Jersey Primary. Hours reportedly 6:00a-8:00p EDT (1000-0000 UTC). Delegate Selection: Winner-Take-All Primary. Voter Eligibility: Modified Primary. NON-COMPLIANT DATE

Penalty: New Jersey is electing, allocating, and binding delegates after the 45-day pre-convention deadline (31 May 2024) in RNC Rule No. 16(c)(1). Because its delegation had more than 30 delegates, it is reduced pursuant to RNC Rule No. 17(a) from 49 total delegates-- 10 base at-large / 36 (12 congressional districts), 3 party to 12 delegates-- 9 at-large delegates plus the 3 RNC members.

All of New Jersey's 12 delegates to the Republican National Convention are bound to a presidential contender in today's New Jersey Presidential Primary.

  • 12 delegates are bound to the presidential contender receiving the greatest number of votes in the primary statewide. [Rules Governing the selection and allocation of delegates to the Republican National Convention. Rule 5(B)(3)]
  • The delegate candidates appear on the ballot as a slate on the same ballot line, column, or row as that of their respective presidential candidate.

The 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the New Jersey's Republican Party, will by virtue of their position, attend the convention pledged to the winner of the primary. [Rule 5(B)(3)]

"All delegates ... committed to a particular candidates ... shall be obligated and required to cast their vote for the candidates at the first vote ... at the Republican National Convention. In the event any candidates ... declines to participate ... or makes known publically that he/she no longer seeks the nomination ... New Jersey's delegates ... shall no longer be ... committed to any candidate. ... Any delegates ... who fails or refused to act in accordance with their ... commitment ... shall to subject to censure ...." [Rules 6 and 7]

N.J. Republicans want to cancel presidential primary, hold state convention instead from the New Jersey Globe. The RNC requires states to complete their delegate allocation process by 31 May 2024 however, the primary is 4 June. "Accordingly, we must find another solution for selecting our delegates...."-- GOP State Chairman Bob Hugin.

  • The delegates would be selected at the State Convention in Atlantic City on the weekend of either 8 March (preferred) or 5 April. Either the state committee members or the state convention delegates would be allowed to vote.
