Monday 1 April - Friday 31 May 2024 (presumably): State Committee Meeting . The Pennsylvania Republican State Committee meets in Harrisburg to choose 13 at-large delegates (10 base at-large delegates plus 3 bonus delegates) who are bound to the candidate who receives the most votes in the Pennsylvania Presidential Primary.

In addition, 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the Pennsylvania's Republican Party, will attend the convention as pledged delegates by virtue of their position.

 

Pennsylvania requires voters to be enrolled for no less than 15 days prior to the Primary.

Tuesday 23 April 2024: Pennsylvania Primary. Hours 7:00a-8:00p EDT (1100-0000 UTC). Delegate Selection: Combined Selection Statewide: Winner-Take-All, District: Loophole Primary. Voter Eligibility: Closed Primary.

Pennsylvania Presidential Primary.

  • 51 of the Commonwealth's 67 delegates to the Republican National Convention will be directly elected (their names appear on the ballot) in a LOOPHOLE type primary, in which delegates are elected separately from a presidential preference. Each of the 17 Congressional District is allocated 3 delegates (51 = 17 districts × 3 delegates/district). Rule 8.4 of the Republican State Committee of Pennsylvania's Rules states that all delegates elected by Congressional District "...shall run at large within the Districts and shall not be officially committed to any particular candidate on the ballot.".
  • 16 (10 base at-large delegates plus 3 bonus delegates plus 3 RNC delegates) of the Commonwealth's 67 delegates to the Republican National Convention delegates are bound for the 1st ballot to the candidate who receives the most votes in the Pennsylvania Presidential Primary. The delegates are released if the candidate withdraws, suspends, or terminates his/her campaign or publicly releases his/her delegates. [Rule 8.3]

The Pennsylvania General Assembly is considering a moving the primary to 2 April 2023 to avoid conflicts with religious holidays.

13 February 2024 (23 January if primary date is moved): Presidential candidate filing deadline.

SB 224 would move the primary from the 4th Tuesday in April to 3rd Tuesday in May for non-Presidential years; the 4th Tuesday in April for Presidential years; and for 2024 only, 16 April 2024.
