This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

Participation in Puerto Rico's delegate selection process is open voters who wish to participate as Democrats. Participants may not take part in any other party's Presidential Nominating process.

Sunday 5 June 2016 (presumably): Puerto Rico Primary. Hours 8:00a-3:00p AST (1200-1900 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Open Primary.

Sunday 5 June 2016 (presumably): 60 of 67 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of today's Puerto Rico Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the senatorial district or islandwide level. How the Democratic Proportional Delegate Allocation Math works.

  • 40 senatorial district delegates (Puerto Rico has no congressional districts) are proportionally pledged to presidential contenders by the Primary. District delegates appear on the ballot and the delegates to the National Convention are selected from the highest vote-getters.
  • In addition, 13 at-large and 7 Pledged PLEOs delegates are pledged to presidential contenders based on the presidential preferences of the 40 district level delegates. Hence, the National Convention District delegates are pledged from the preferences expressed in the primary while the National Convention islandwide delegates are pledged using the preferences of the National Convention District delegates.

Tuesday 21 June 2016: Assembly of the Democratic Party of the Commonwealth of Puerto Rico. Islandwide National Convention delegates are elected according to the results of the Primary.

The remaining 7 National Convention delegates consist of

  • 7 Unpledged PLEO delegates:
    • 5 Democratic National Committee members.
    • 1 Member of Congress (the Resident Commissioner is a non-voting Delegate in the House of Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.

These 7 delegates and will go to the Democratic National Convention officially "Unpledged".
