Saturday 13 February 2016: Precinct Meetings begin at 10:00 AM local time. The purpose of the precinct meetings are to elect delegates to the County Convention. No candidate preference is to be declared at the caucus.

 

This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

Participation in Mississippi's delegate selection process is open to only qualified electors who support the principles and values established and set forth by the Democratic party platform. Because Party registration is not allowed in Mississippi, qualified electors must acknowledge that they are Democrats through signature, beginning at the precinct level caucuses.

Tuesday 8 March 2016 (presumably): Mississippi Primary. Hours 7:00a-7:00p CST (1300-0100 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Open Primary.

Tuesday 8 March 2016 (presumably): 36 of 41 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Mississippi Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.   • 23 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 4 congressional districts.
  • In addition, 13 delegates are to be allocated to presidential contenders based on the primary vote statewide.
    • 8 at-large National Convention delegates
    • 5 Pledged PLEOs

Delegates to the 2016 Democratic National Convention from the Mississippi Democrats.

 

Saturday 12 March 2016: County Conventions begin at 10:00 AM local time. The delegates elect an executive committee and elect delegates to the Congressional District and State Conventions. No candidate preference is to be declared at the convention.

 

Saturday 2 April - Saturday 23 April 2016. Congressional District Conventions are held at 10:00 AM local time on 2 April (CD 1), 9 April (CD 2), 16 April (CD 3), and 23 April (CD 4). Delegates at the District Conventions elect Congressional Delegates to the National Convention according to the preferences expressed during the Presidential Primary.

 

Saturday 21 May 2016 (presumably): State Convention

Delegates at the State Convention elected the Pledged PLEO and At-Large Delegates to the National Convention according to the preferences expressed during the Presidential Primary.

The remaining 5 National Convention delegates consist of

  • 5 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 1 Member of Congress (0 Senators and 1 Representative).
    • 0 Governors.
    • 0 Distinguished Party Leaders.

These 5 delegates and will go to the Democratic National Convention officially "Unpledged".

 

 

On 19 January 2015 SB 2531 and HB 933 were introduced. These bills would move both the partisan and the Presidential Primary from the 2nd Tuesday in March to the 1st Tuesday in March. HB 933 was pased by the Mississippi House Apportionment & Elections Committee on 29 January 2015. On 3 March 2015, HB 993 died in the Senate Rules Committee. SB 2531 died on 30 March 2016 when the House and Senate could not agree in conference.
