Participation in Pennsylvania's delegate selection process is open to all voters who are enrolled as members of the Democratic Party. Pennsylvania requires voters to be enrolled for no less than 30 days prior to the Primary.

This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

"Uncommitted" will not appear on the ballot and no individual will be permitted to file as a delegate candidate pledged as "uncommitted".

Tuesday 2 June 2020: Pennsylvania Primary. Hours 7:00a-8:00p EDT (1100-0000 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Closed Primary.

186 of 210 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Pennsylvania Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.   • 125 district delegates are to be pledged proportionally to presidential contenders based on the primary results in each of the State's 18 congressional districts.
  • In addition, 61 delegates are to be pledged to presidential contenders based on the primary vote statewide.
    • 41 at-large National Convention delegates
    • 20 Pledged PLEOs

District Level delegates appear on the primary ballot and selections are made from the highest vote getters. In the event a presidential candidate qualifies to receive District delegates but failed to slate a sufficient number on the primary ballot, the necessary delegates will be elected at the State Convention.

In the list below, CD02 should be Biden 6, Sanders 2; CD17 Biden 7, Sanders 1.

Due to COVID-19, the Saturday 13 June 2020 State Convention has been postponed to no later than 18 July.

Circa July 2020 (date not set): State Convention.

National Convention Pledged PLEO and At-Large National Convention Delegates are elected by the State Committee according to the results of the Primary.

The remaining 24 National Convention delegates consist of

  • 24 Unpledged PLEO delegates:
    • 12 Democratic National Committee members.
    • 10 Members of Congress (1 Senator and 9 Representatives).
    • 1 Governor.
    • 1 Distinguished Party Leader (forner DNC Chairman Ed Rendell).

These 24 delegates and will go to the Democratic National Convention officially "Unpledged".
