2020 Presidential Primaries, Caucuses, and Conventions

The delegate selection processes herein, along with any and all dates associated therewith, are unofficial and based on either (1) information obtained from either Major Party, (2) Presidential Primary dates established by currently-effective State statute, or- where the foregoing information could not be obtained- (3) the state's 2016 delegate selection process and associated dates adjusted to the corresponding dates in 2020.

Democrats

  • Democratic pledged delegate counts are determined by the jurisdiction's Presidential vote in 2008, 2012, and 2016; along with the jurisdiction's electoral vote allocation based on 2010 census for the number of electors in 2020.
  • Democratic unpledged delegate counts are determined by the number of DNC Members, Democratic Governors, Democratic U.S. House members, and Democratic U.S. Senators serving at the time of the convention. The count for DNC Members, Distinguished Party Leaders is from the 2016 Convention. The tallies of Governors, Democratic U.S. House members, and Democratic U.S. Senators are the current officeholders.
  • Democratic Bonus Delegates and penalties are not included in these delegate tallies.

Republicans

  • Republican delegate counts are based on the number of Republicans elected to the State Legislatures, Governors chairs, U.S. House seats, and U.S. Senators seats through 31 December 2019. Republican unpledged delegate counts are determined by state (or equivalent) party rules. We have assumed that the policies of 2016 will apply in 2020.
  • The Republican district delegate count is based on the number of U.S. House members each state will elect in 2020.
  • Republican penalties for violating the timing window are not included in these delegate tallies.

Tuesday 7 January 2020 (presumably): District-level delegates are slated to each Presidential Preference in pre-primary caucuses held in each Congressional District at 7:00 PM EST.

 

This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout.

Tuesday 10 March 2020 (presumably): Ohio Primary. Polling hours reportedly 6:30a-7:30p EDT (1030-2330 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Modified Primary.

Tuesday 10 March 2020 (presumably): 138 of 155 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Ohio Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the congressional district or statewide level.   • 90 district delegates are to be pledged proportionally to presidential contenders based on the primary results in each of the State's 16 congressional districts.
  • In addition, 48 delegates are to be pledged to presidential contenders based on the primary vote statewide.
    • 30 at-large National Convention delegates
    • 18 Pledged PLEOs

Saturday 18 April 2020 (presumably): Post Primary Caucus. Delegates are elected according to the results of the primary. There is one caucus location per congressional district.

If a presidential candidate has qualified to receive delegates but has failed to slate a sufficient number of delegates, then additional delegates for that candidate will be selected during the post-primary caucus.

 

Saturday 9 May 2020 (presumably): State Executive Committee

National Convention Pledged PLEO and At-Large Delegates are selected by the State Democratic Executive Committee according to the results of the primary.

The remaining 17 National Convention delegates consist of

  • 17 Unpledged PLEO delegates:
    • 11 Democratic National Committee members.
    • 5 Members of Congress (1 Senator and 4 Representatives).
    • 0 Governors.
    • 1 Distinguished Party Leader (former DNC Chairman David Wilhelm)

These 17 delegates and will go to the Democratic National Convention officially "Unpledged".
