2020 Presidential Primaries, Caucuses, and Conventions

These pages contain a combination of official, unofficial, and estimated data. The information posted here is subject to change.

The delegate selection processes herein, along with any and all dates associated therewith, are unofficial and based on either (1) information obtained from either Major Party, (2) Presidential Primary dates established by currently-effective State statute, or- where the foregoing information could not be obtained- (3) the state's 2016 delegate selection process and associated dates adjusted to the corresponding dates in 2020.

Democrats

  • Democratic pledged delegate counts are determined by the jurisdiction's Presidential vote in 2008, 2012, and 2016; along with the jurisdiction's electoral vote allocation based on 2010 census for the number of electors in 2020.
  • Democratic unpledged delegate counts are determined by the number of DNC Members, Democratic Governors, Democratic U.S. House members, and Democratic U.S. Senators serving at the time of the convention. The count for DNC Members, Distinguished Party Leaders is from the 2016 Convention. The tallies of Governors, Democratic U.S. House members, and Democratic U.S. Senators are the current officeholders.
  • Democratic Bonus Delegates and penalties are not included in these delegate tallies.

Republicans

  • Republican delegate counts are based on the number of Republicans elected to the State Legislatures, Governors chairs, U.S. House seats, and U.S. Senators seats through 31 December 2019. Republican unpledged delegate counts are determined by state (or equivalent) party rules. We have assumed that the policies of 2016 will apply in 2020.
  • The Republican district delegate count is based on the number of U.S. House members each state will elect in 2020.
  • Republican penalties for violating the timing window are not included in these delegate tallies.

Participation in Rhode Island's delegate selection process is open to all voters who wish to participate as Democrats. Registered Democrats and unaffiliated voters may participate in the primary election. Unaffiliated voters become affiliated with the Democratic Party by voting in the Democratic Primary.

Tuesday 28 April 2020 (presumably): Rhode Island Primary. Polling hours reportedly 7:00a-8:00p EDT (1100-0000 UTC). Polls open 7a to as late as 12 noon by location for Presidential Primaries. Delegate Pledging: Proportional Primary. Voter Eligibility: Modified Primary.

Tuesday 28 April 2020 (presumably): 21 of 30 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Rhode Island Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the congressional district or statewide level.   • 13 district delegates are to be pledged proportionally to presidential contenders based on the primary results in each of the State's 2 congressional districts.
  • In addition, 8 delegates are to be pledged to presidential contenders based on the primary vote statewide.
    • 5 at-large National Convention delegates
    • 3 Pledged PLEOs

District Delegate candidates, along with their Presidential Preference, appear on the primary ballot. After determining the number of delegates each Presidential Preference will receive, the individual delegates are selected from among the highest votes getters for each Preference.

 

Wednesday 27 May 2020 (presumably): State Convention convenes. The State Democratic Committee elects the 3 Pledged PLEO delegates according to the results of the primary.

 

Friday 12 June 2020 (presumably): Special Post Primary Caucus. The State Committee holds a special post primary caucus to select additional delegates in the event a Presidential candidate qualified to receive delegates but has not slated a sufficient number.

 

Monday 15 June 2020 (presumably): National Convention delegation meeting.

The 5 National Convention At-Large delegates are elected by the Rhode Island Democratic State Committee according to the results of the primary.

The remaining 9 National Convention delegates consist of

  • 9 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 4 Members of Congress (2 Senators and 2 Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.

These 9 delegates and will go to the Democratic National Convention officially "Unpledged".
