2020 Presidential Primaries, Caucuses, and Conventions

The delegate selection processes herein, along with any and all dates associated therewith, are unofficial and based on either (1) information obtained from either Major Party, (2) Presidential Primary dates established by currently-effective State statute, or- where the foregoing information could not be obtained- (3) the state's 2016 delegate selection process and associated dates adjusted to the corresponding dates in 2020.

Democrats

  • Democratic pledged delegate counts are determined by the jurisdiction's Presidential vote in 2008, 2012, and 2016; along with the jurisdiction's electoral vote allocation based on 2010 census for the number of electors in 2020.
  • Democratic unpledged delegate counts are determined by the number of DNC Members, Democratic Governors, Democratic U.S. House members, and Democratic U.S. Senators serving at the time of the convention. The count for DNC Members, Distinguished Party Leaders is from the 2016 Convention. The tallies of Governors, Democratic U.S. House members, and Democratic U.S. Senators are the current officeholders.
  • Democratic Bonus Delegates and penalties are not included in these delegate tallies.

Republicans

  • Republican delegate counts are based on the number of Republicans elected to the State Legislatures, Governors chairs, U.S. House seats, and U.S. Senators seats through 31 December 2019. Republican unpledged delegate counts are determined by state (or equivalent) party rules. We have assumed that the policies of 2016 will apply in 2020.
  • The Republican district delegate count is based on the number of U.S. House members each state will elect in 2020.
  • Republican penalties for violating the timing window are not included in these delegate tallies.

The date of the primary will be set by the Georgia Secretary of State who has the discretion to set it between 1 December 2019 and 9 June 2020. The decision must be made no later than 1 December 2019.

Participation in Georgia's delegate selection process is open to all voters who wish to participate as Democrats. Georgia does not register voters by party. Voters publicly declare party preference when they request a primary ballot or Presidential Preference Primary ballot. Records showing the voters' choice are public record.

Tuesday 3 March 2020 (presumably): Georgia Primary. Polling hours reportedly 7:00a-7:00p EST (1200-0000 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Open Primary.

Tuesday 3 March 2020 (presumably): 104 of 119 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Georgia Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level. Here is how the Democratic Proportional Delegate Allocation Math works.

  • 67 district delegates are to be pledged proportionally to presidential contenders based on the primary results in each of the State's 14 congressional districts.
  • 37 delegates are to be pledged to presidential contenders based on the primary vote statewide.
    • 23 at-large National Convention delegates
    • 14 Pledged PLEOs

Georgia Code § 21-2-193 requires the Executive Committee of both state parties to submit a list of candidates to appear on the presidential ballot.

 

Saturday 18 April 2020 (presumably): District level delegates are elected at the Congressional District Caucuses according to the results of the primary.

 

Saturday 9 May 2020 (presumably): Quorum of District Delegate Meeting in Macon or Dublin.

National Convention Pledged PLEO delegates are elected by a quorum of the District-Level Delegates according to the results of the primary.

 

Saturday 13 June 2020 (presumably): State Committee Meeting in Atlanta.

National Convention At-Large delegates are elected by the State Committee according to the results of the primary.

The remaining 15 National Convention delegates consist of

  • 15 Unpledged PLEO delegates:
    • 10 Democratic National Committee members.
    • 4 Members of Congress (0 Senators and 4 Representatives).
    • 0 Governors.
    • 1 Distinguished Party Leader (former President James "Jimmy" Carter).

These 15 delegates and will go to the Democratic National Convention officially "Unpledged".
