Instead of a primary, the Republican Party of Puerto Rico an online poll of the party leaders on 5 June.
Puerto Rico does not have voter registration by party.
All of 23 of Puerto Rico's delegates to the Republican National Convention are bound to the presidential contenders based on the island-wide vote. [Rules of the Republican Party 16(c)(3)(i) and (ii)]
Delegates are directly elected on the primary ballot and are bound for the 1st ballot at the national convention. Voters can up to 20 delegates and can vote for delegates of any candidate.
In addition, 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the Puerto Rico's Republican Party, will attend the convention as pledged delegates by virtue of their position.
