2020 Presidential Primaries, Caucuses, and Conventions

The delegate selection processes herein, along with any and all dates associated therewith, are unofficial and based on either (1) information obtained from either Major Party, (2) Presidential Primary dates established by currently-effective State statute, or- where the foregoing information could not be obtained- (3) the state's 2016 delegate selection process and associated dates adjusted to the corresponding dates in 2020.

Democrats

  • Democratic pledged delegate counts are determined by the jurisdiction's Presidential vote in 2008, 2012, and 2016; along with the jurisdiction's electoral vote allocation based on 2010 census for the number of electors in 2020.
  • Democratic unpledged delegate counts are determined by the number of DNC Members, Democratic Governors, Democratic U.S. House members, and Democratic U.S. Senators serving at the time of the convention. The count for DNC Members, Distinguished Party Leaders is from the 2016 Convention. The tallies of Governors, Democratic U.S. House members, and Democratic U.S. Senators are the current officeholders.
  • Democratic Bonus Delegates and penalties are not included in these delegate tallies.

Republicans

  • Republican delegate counts are based on the number of Republicans elected to the State Legislatures, Governors chairs, U.S. House seats, and U.S. Senators seats through 31 December 2019. Republican unpledged delegate counts are determined by state (or equivalent) party rules. We have assumed that the policies of 2016 will apply in 2020.
  • The Republican district delegate count is based on the number of U.S. House members each state will elect in 2020.
  • Republican penalties for violating the timing window are not included in these delegate tallies.

Participation in Nebraska's delegate selection process is open to all voters who wish to participate as Democrats. "Democrats" are those persons of legal voting age who are registered in Nebraska as Democrats or who register as Democrats at the Precinct Caucus.

Saturday 7 March 2020 (presumably): Nebraska Precinct Caucuses. Polling hours reportedly 10:00a-8:00p CST (1600-0200 UTC) / 9:00a-7:00p MST (1600-0200 UTC). Delegate Pledging: Proportional Caucus/Convention. Voter Eligibility: Modified Caucus/Convention.

The Nebraska presidential caucus is a binding caucus. Presidential preferences rendered at the caucus must be observed at succeeding levels (county, district, and state). Should a preference fall below the 15% threshold at any level, then those in that preference group may realign to join another preference, including "uncommitted".

Historically, Democrats who are unable to attend their caucus have been permitted to participate via an absentee process.

Saturday 7 March 2020 (presumably): First Tier- Precinct Caucuses. The Precinct Caucus participants choose delegates to the County Conventions according to their Presidential preference. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated County Convention delegates.

25 of 29 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the Precinct Caucuses. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the congressional district or statewide level.   • 17 district delegates are to be allocated proportionally to presidential contenders based on the preferences expressed at the Precinct Caucuses in each of the State's 3 congressional districts.
  • 8 delegates are to be allocated to presidential contenders based the support for the presidential contenders at the Precinct Caucuses as a whole.
    • 5 at-large National Convention delegates
    • 3 Pledged PLEOs

Tuesday 12 May 2020 (presumably): Nebraska Advisory Primary. Polling hours reportedly 8:00a-8:00p CDT (1300-0100 UTC) / 7:00a-7:00p MDT (1300-0100 UTC). The polls open and close at the same GMT/UTC time, that is, polls open and close at a particular local time in the advanced time zone and open and close one hour earlier local time in the lagging time zone. Delegate Pledging: Advisory Primary. Voter Eligibility: Closed Primary. Today's primary has no affect on delegate allocation.

Thursday 21 May - Sunday 31 May 2020 (presumably): Second Tier: County Conventions. County Convention delegates choose the county's delegates to the Nebraska State Democratic Convention. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated State Democratic Convention delegates.

 

Saturday 20 June 2020 (presumably): Third and final tier: The State Democratic Convention convenes. National Convention Delegates are elected according to the results of the Precinct Caucuses. Delegate candidates may modify their presidential preference by submitting an updated pledge of support.

The remaining 4 National Convention delegates consist of

  • 4 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 0 Members of Congress (0 Senators and 0 Representatives).
    • 0 Governors.
    • 0 Distinguished Party Leaders.

These 4 delegates and will go to the Democratic National Convention officially "Unpledged".
