If more than one candidate from each party files for the seat (9 Democrats filed), a primary election will be held 14 October. The winner of the special election will finish out Congressman Tubbs Jones' term which ends in January.

Rule No. 15 (b) states "No primary, caucus, or convention to elect, select, allocate, or bind delegates to the national convention shall occur prior to the first Tuesday in February [7 February 2012] ... except New Hampshire and South Carolina may begin their processes ... on or after the third Tuesday in January [17 January 2012]... "

    • McCain 2008 and 2008 Republican National Convention Announce Changes to Convention Program and Hurricane Response Efforts
      • Monday’s Convention Program Will Only Include Required Proceedings, McCain Campaign Takes Steps to Aid Affected Delegations
      • The convention program has been altered in response to the situation developing in the Gulf States region. However, the convention will still take place. According to party rules, it is necessary for the convention to proceed in order to ensure that the party is able to place its candidates’ names on the ballot in November.
      • At the recommendation of Sen. John McCain, the 2008 Republican National Convention announced substantial changes to the convention’s program and actions being taken to help with Hurricane Gustav relief efforts. On Monday, all program activities beyond the official business that must be conducted in accordance with party rules will be cancelled.

    • The White House has announced that, because of the threat of powerful Hurricane 'Gustav' to the US Gulf Coast, neither President George W. Bush nor Vice President Dick Cheney will be attending the Republican National Convention, scheduled to be held at the XCel Energy Center in St. Paul, Minnesota this coming week, in order to allow the Bush Administration to better monitor and address this situation.
    • The Republican Party US has alerted the media to potential "substantial" and "dramatic" changes being made to the Republican National Convention schedule as a result of officials from States most likely to be affected by Hurricane 'Gustav'- as well as other Republican officeholders- not being able to attend the Convention as a result of having to deal with the storm.

    • On 21 August 2008, the Arkansas delegation to the Democratic National Convention met via conference call yesterday to fill some vacancies in the delegation. On the call, led by Governor Mike Beebe, the delegation elected Rebecca Gwatney to fill the delegate position left vacant by the death of her husband, Senator Bill Gwatney. The delegation also elected Karla Bradley to serve as chair of the delegation. Karen Garcia of Garland County will serve as a delegate for the 4th Congressional District and Krystal Thrailkill of Polk County will serve as an alternate for 4th Congressional District. This action increases by 1 the number of unpledged PLEO delegates from Arkansas to the Democratic National Convention. The Arkansas Delegation now has 47 delegate votes.
    • The Democratic Convention now has a total of 4,233 delegate votes with 2,117 needed to nominate (assuming Florida and Michigan are sanctioned 50% of their delegations - our soft count) and 4,417 delegate votes with 2,209 needed to nominate (assuming Florida and Michigan are fully seated - our alternative count).

      • On 5 October 2007, the DNC determined that the date of Florida's 29 January 2008 primary violates party rules and has decided to strip the state of its entire delegation.
      • On 1 December 2007, the DNC determined that the date of Michigans's 15 January 2008 primary violates party rules and has decided to strip the state of its entire delegation.
      • On Saturday 31 May 2008, the Democratic Rules and Bylaws Committee decided to seat the entire Florida and Michigan delegations. However, each delegate (pledged and unpledged) will cast only ½ delegate vote.

        I wanted you to be one of the first to know: on Saturday, I will hold an event in Washington D.C. to thank everyone who has supported my campaign. Over the course of the last 16 months, I have been privileged and touched to witness the incredible dedication and sacrifice of so many people working for our campaign. Every minute you put into helping us win, every dollar you gave to keep up the fight meant more to me than I can ever possibly tell you.

        On Saturday, I will extend my congratulations to Senator Obama and my support for his candidacy. This has been a long and hard-fought campaign, but as I have always said, my differences with Senator Obama are small compared to the differences we have with Senator McCain and the Republicans.

      • The "soft" count on The Green Papers now indicates that BARACK OBAMA has received the pledges of enough National Convention delegates to have clinched the Democratic presidential nomination (based on the "sanctioned" count with FLORIDA and MICHIGAN entitled to only 50% of their original allocation); when nominated, Senator Obama will become the first African-American presidential candidate of a Major Party in the USA.
        NOTE:Obama also now has enough delegates, per our "alternative" count, to win the nomination should FLORIDA and MICHIGAN eventually have their full (100%) delegations seated at the Democratic National Convention in Denver this Summer.

Mr. Wynn will become a partner in the Washington law firm Dickstein Shapiro LLP. Governor Martin O'Malley has called a Special Election for Tuesday 17 June 2008 to fill this vacant seat.

    • The Democratic Rules and Bylaws meeting re: the seating of the Michigan and Florida Delegations was covered live on C-SPAN.
      • On a motion to restore the Florida Delegation to 100%, the Committee voted 15 opposed, 12 in favor, 1 abstention. The motion failed.
      • On a motion to restore the Florida Delegation to 50% of the state's pledged delegate votes and 50% of their unpledged delegate votes (with a pledged delegate distribution of Clinton 52.5, Obama 33.5, Edwards 6.5), the Committee voted 27 in favor, 0 opposed, 1 abstention. The motion passed.
      • On a motion to restore the Michigan Delegation to 50% of the state's pledged delegate votes and 50% of their unpledged delegate votes (with a pledged delegate distribution of Clinton 34.5, Obama 29.5), the Committee voted 19 in favor, 8 opposed, 0 abstentions. The motion passed.
      • Clinton advisor Harold Ickes stated that Senator Clinton reserves her right to bring this matter up to the Credentials Committee at the Convention. Hence, we will retain our "alternative" account (which assumes no sanctions) "as-is".
      • The changes above give Florida 211 * 50% = 105.5 delegates and Michigan 157 * 50% = 78.5 delegates. There are now 4,234 delegates with 2,118 needed to nominate.

Accordingly, we have changed our Michigan alternative count from Clinton 80, Uncommitted 37, Obama 23 to Clinton 80, Uncommitted 33, Obama 27. The DNC has sanctioned Michigan 100% of its delegation for violating party rules so the state technically has no delegates. Our alternative count assumes the entire Michigan delegation is seated as elected.

State Senator Peter Burling [pledged PLEO] and high school teacher Deborah [Bacon-]Nelson (CD 2) announced their decision at a news conference Friday morning. In a phone interview before the announcement, Burling told The Associated Press that he and Nelson believe either Obama or Senator Hillary Rodham Clinton would make a superb president, but it came down to "who can win and who could make a better president.
