Here's how we estimate the delegate count on 10 January 2008: (Since we do not have a breakdown of the vote by CD)

A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Obama, and Clinton have qualified for delegates.
Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
In each jurisdiction (CD and statewide):

Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
Allocation = (delegates for the jurisdiction) � (candidate's popular vote) � (total qualified vote).
Assign each candidate the WHOLE NUMBER of delegates.
If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Articles in the Reno Gazette-Journal and AP report that Obama won 14 national delegates to Clinton's 11 at the State Convention. With about 2,510 state delegates participating, Obama received 55% to Clinton's 45%. An estimate made from the caucus results predicted Obama 13 and Clinton 12. The reason for the difference was Obama out performed Clinton in rural areas of Nevada and Washoe County.

Saturday 19 January 2008: Democratic Party Caucuses meet in each precinct. Each Precinct Caucus chooses delegates to County Conventions based on presidential preference.

The Precinct Caucus chooses the precinct's delegates to the County Convention of the county in which the precinct is located. While a non-binding Presidential Preference Poll is conducted during the caucuses, delegates at the Precinct Caucus level are not bound to their declared Presidential preference.

Saturday 23 February 2008: County Conventions convene in each county. Each County Convention chooses delegates to the Nevada State Democratic Convention.

These County Conventions choose the county's delegates to the Nevada State Democratic Convention. While a non-binding Presidential Preference Poll is conducted during the Conventions, delegates at the Precinct Caucus level are not bound to their declared Presidential preference.

Saturday 17 May - Sunday 18 May 2008: The Nevada State Democratic Convention convenes to choose 25 of Nevada's 34 delegates to the Democratic National Convention. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

16 district delegates are to be allocated proportionally to presidential contenders based on the support among the delegates to the State Convention from the State's congressional districts / counties. There is one allocation in CD 1, three allocations by county in CD 2, and one allocation in CD 3.
