State wide results from an official source as of 30 April 2008.

Here is how we ESTIMATE the delegate count (based on unofficial returns from an official as of 1 May 2008):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Having begin their first determining step in Stage II in both 2004 (Tuesday 27 April 2004) and 2008 (Tuesday 22 April 2008), Pennsylvania receives a 5% Bonus in district and at-large delegate votes (+5 district and +2 at-large).

Tuesday 22 April 2008: 158 of 187 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Pennsylvania Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

  • 103 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 19 congressional districts.
    • CD 9: 3 delegates
    • CDs 5, 10, 16, 17, 19: 4 delegates each
    • CDs 3, 4, 11, 12, 15, 18: 5 delegates each
    • CDs 6: 6 delegates each
    • CDs 1, 7, 8, 13, 14: 7 delegates each
    • CD 2: 9 delegates
  • In addition, 55 delegates are to be allocated to presidential contenders based on the primary vote statewide.
    • 35 at-large National Convention delegates
    • 20 Pledged PLEOs
 

Saturday 7 June 2008: State Committee

The remaining 29 National Convention delegates consist of

  • 26 Unpledged PLEO delegates:
    • 13 Democratic National Committee members.
    • 12 Members of Congress (1 Senator and 11 Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders (Note: Governor Edward Gene "Ed" Rendell, Chairman of the Democratic National Committee from 1999 to 2001, is a Distinguished Party leader. Reasoning that the office holder position is better known to the public in general, The Green Papers treats elected officials who are Governors, U.S. Senators, or U.S. House members and Distinguished Party Leaders or DNC members as office holders.).
  • 3 Unpledged "add-on"s (selected by the Pennsylvania State Democratic Committee).

These 29 delegates and will go to the Democratic National Convention officially "Unpledged".
