South Carolina Delegate Selection Plan for the 2008 Democratic National Convention. Conditional approval pending final review by The Democratic National Committee Rules and Bylaws Committee August 25, 2007


Illinois Senator Barack Obama has won the South Carolina Democratic Primary with a clear majority: New York Senator Hillary Clinton is well back in 2d place, but still ahead of former N.C. Senator John Edwards who, although in 3d place, remains above the threshold needed to qualify for National Convention delegates.

Here's how we compute the delegate count (based on official results from a official source):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Obama, Clinton, and Edwards have qualified for delegates.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Saturday 26 January 2008: 45 of 54 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's South Carolina Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

  • 29 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 6 congressional districts.
    • CD 1: 4
    • CD 2: 5
    • CD 3: 4
    • CD 4: 4
    • CD 5: 6
    • CD 6: 6
  • In addition, 16 delegates are to be allocated to presidential contenders based on the primary vote statewide.
    • 10 at-large National Convention delegates
    • 6 Pledged PLEOs

Participation is open to all voters who wish to participate as Democrats. All voters in the primary and all participants in the precinct meetings and caucuses shall sign the following statement prior to voting: "I do solemnly swear or affirm that I am a registered voter of this precinct, I consider myself to be a Democrat, and I have not participated in the 2008 Presidential nominating process of any other political party".

 

Saturday 23 February 2008. Precinct Meetings are held to elect delegates to the County Democratic Conventions. The County Conventions are held between 6 and 20 March 2008. The County Convention elect delegates to the State Democratic Convention.

 

Saturday 3 May 2008: State Convention.

The remaining 9 National Convention delegates consist of

  • 8 Unpledged PLEO delegates:
    • 6 Democratic National Committee members.
    • 2 Members of Congress (0 Senators and 2 Representatives).
    • 0 Governors.
    • 0 Distinguished Party Leaders.
  • 1 Unpledged "add-on" (elected during the State Convention).

These 9 delegates and will go to the Democratic National Convention officially "Unpledged".
