Here is how we compute the delegate count (from NORTH CAROLINA Primary Returns from an official source):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

The North Carolina Democratic Party DELEGATE SELECTION PLAN for the 2008 DEMOCRATIC NATIONAL CONVENTION As Approved by the State Executive Council on April 26, 2007


   

Having moved their first determining step from Stage II in 2004 (Saturday 17 April 2004) to Stage III in 2008 (Tuesday 6 May 2008), North Carolina receives a 30% Bonus in district at-large delegate votes (+18 district and +6 at-large).

Tuesday 6 May 2008: 115 of 134 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's North Carolina Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

  • 77 district delegates are to be allocated proportionally to presidential contenders based on the caucus and conventions results in each of the State's 13 congressional districts.
    • CD 1: 6
    • CD 2: 6
    • CD 3: 4
    • CD 4: 9
    • CD 5: 5
    • CD 6: 5
    • CD 7: 6
    • CD 8: 5
    • CD 9: 6
    • CD 10: 5
    • CD 11: 6
    • CD 12: 7
    • CD 13: 7
  • In addition, 38 delegates are to be allocated to presidential contenders based on the primary vote statewide.
    • 26 at-large National Convention delegates
    • 12 Pledged PLEOs
 

Saturday 21 June 2008: State Convention

The remaining 19 National Convention delegates consist of

  • 17 Unpledged PLEO delegates:
    • 9 Democratic National Committee members.
    • 7 Members of Congress (0 Senators and 7 Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.
  • 2 Unpledged "add-on"s (selected during the State Convention).

These 19 delegates and will go to the Democratic National Convention officially "Unpledged".
