Reference: The Delegate Selection Plan for Puerto Rico

7 March 2008 correction: Puerto Rico will hold a 1 June primary rather than a 7 June 2008 caucus. The decision to change to a caucus was made circa 6 March 2008. The previously listed caucus date of 7 June 2008 was a typo in an official document.


Unpledged delegates as of
29 January 2008: Clinton: 3
16 February 2008: Clinton: 3, Obama: 2
30 April 2008: Clinton: 4, Obama: 2


   

Having begun their first determining step in Stage III in 2008 (14 June 2008), Puerto Rico receives a 10% Bonus in district and at-large delegate votes (+3 district and +1 at-large).

Sunday 1 June 2008: 55 of 63 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Puerto Rico Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the senatorial district or islandwide level.

36 district delegates are proportionally allocated by senatorial district (Puerto Rico has no congressional districts).

  • District 1 San Juan: 6
  • District 2 Bayamón: 5
  • District 3 Arecibo: 4
  • District 4 Mayagüez: 4
  • District 5 Ponce: 4
  • District 6 Guayama: 4
  • District 7 Humacao: 4
  • District 8 Carolina: 5

In addition, 12 at-large and 7 Pledged PLEOs are proportionally allocated by the islandwide vote.

  • 12 at-large National Convention delegates
  • 7 Pledged PLEOs

Every person qualified to vote in the general election in Puerto Rico is entitled to vote in the Presidential Primary. Voters shall certify under oath that they have not participated and will not participate in the selection of Presidential candidates for any other party.

 

Saturday 21 June 2008: Democratic Assembly

The remaining 8 National Convention delegates consist of

  • 7 Unpledged PLEO delegates:
    • 6 Democratic National Committee members.
    • 0 Members of Congress (the Resident Commissioner is a non-voting Delegate in the House of Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.
  • 1 Unpledged "add-on" (selected during the Democratic Assembly).

These 8 delegates and will go to the Democratic National Convention officially "Unpledged".
