Here is how we compute the delegate count:

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

KENTUCKY DELEGATE SELECTION PLAN FOR THE 2008 DEMOCRATIC NATIONAL CONVENTION ISSUED BY THE KENTUCKY DEMOCRATIC PARTY JUNE 2007


   

Having begun their first determining step in Stage III in 2008 (Tuesday 20 May 2008 ), Kentucky receives a 10% Bonus in district and at-large delegate votes (+3 district and +1 at-large). Total delegate votes changed from 55 to 59.

Participation in Kentucky’s delegate selection process is open to all voters who wish to participate as Democrats. Because Kentucky holds closed party primaries, voters must identify party preference at the time of registration (at least 28 days before the election) to be eligible to vote in the primary election.

Tuesday 20 May 2008: 51 of 60 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Kentucky Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

  • 34 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 6 congressional districts.
    • CD 1: 5
    • CD 2: 5
    • CD 3: 8
    • CD 4: 5
    • CD 5: 5
    • CD 6: 6
  • In addition, 17 delegates are to be allocated to presidential contenders based on the primary vote statewide.
    • 11 at-large National Convention delegates
    • 6 Pledged PLEOs
 

Saturday 7 June 2008: State Convention

The remaining 9 National Convention delegates consist of

  • 8 Unpledged PLEO delegates:
    • 5 Democratic National Committee members.
    • 2 Members of Congress (0 Senators and 2 Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.
  • 1 Unpledged "add-on" (nominated by the Chair and selected during the State Convention).

These 9 delegates and will go to the Democratic National Convention officially "Unpledged".
