The computations used to create this 2004 delegate allocation document are based on the rules established during the 2000 National Convention.
The Republicans award base delegates based on the number of U.S. Senators and House Members from each state. In addition to the base delegates, bonus delegates based on the number of party members elected as Governors (2000-2003), House members (2000-2003), Senators (1998-2003), and state legislatures (2000-2003).

Delegate Allocation

Republican Delegate Allocation. (Reference Rule 13 of "The Rules of the Republican Party", adopted 31 July 2000)

For Jurisdictions with Constitutionally Elected Members of Congress:
- 10 At-Large delegates from each state, that is, 5 at-large delegates for each U.S. Senator.
- 3 District delegates for each U.S. Representative.
For Jurisdictions without Constitutionally Elected Members of Congress:
- 6 at-large delegates from American Samoa.
- 16 at-large delegates from the District of Columbia.
- 6 at-large delegates from Guam.
- 20 at-large delegates from Puerto Rico.
- 6 at-large delegates from Virgin Islands.
For all Jurisdictions - 3 party leaders: the national committeeman, the national committee woman, and the chairman of the state Republican Party.
Bonus Delegates
- 2000 Bonus: States that cast a majority of their 2000 Electoral Votes for the Republican Candidate receive 4.5 + 0.60 × the Jurisdiction's Total 2000 Electoral Vote in bonus delegates. Should the District of Columbia cast the majority of their electoral votes for the Republican Candidate, the District will receive 4.5 + 0.30 × the District's 2000 Total Electoral Vote. (Round any fractions UP to the next integer.)
- U.S. Senate: Award 1 bonus delegate for each Republican Senator elected in the 6 year period (November 3, 1998, November 7, 2000, November 5, 2002) prior to January 1, 2004. (Limit 2)
- Governor States that elect a Republican Governor between November 7, 2000 and December 31, 2003 receive 1 bonus delegate. (Limit: 1)
- U.S. House: States that elect Republicans to 50% or more of the their U.S. House seats between November 7, 2000 and January 1, 2004 receive 1 bonus delegate. (Limit 1)
- One Chamber: If between November 7, 2000 and December 31, 2003 the Republicans hold/held a majority (presided over by a Republican) in either chamber of the state legislature OR the legislature increased its Republican membership by 25% or more (providing 25% is at least 2 legislatures) then the state receives 1 bonus delegate. (Limit 1).
- All Chambers: If between November 7, 2000 and December 31, 2003 the Republicans hold/held a majority (presided over by a Republican) in all chambers of the state legislature award 1 bonus delegate. (Limit 1).

Bonus Delegate Detail

Bonus delegates are awarded to states that elect Republicans to office between November 7, 2000 and December 31, 2003. A state may meet a requirement more than one time during this period however the bonus is awarded only once. Example: 1 bonus delegate is awarded for electing a Republican Governor. If a Republican Governor is elected in 2000 and 2002 the state receives 1 bonus delegate. If the state elects a Republican Governor in 2000 and a Democratic Governor in 2002 the state receives 1 bonus delegate.
