Wyoming Primaries for Statewide offices and Congress

The Wyoming delegation was elected without a Presidential Preference vote. Technically, all of Wyoming's delegates are unpledged, hence, we have hard coded the delegates as "uncommitted" and soft coded the delegates as "Bush".

Tuesday 3 February - Sunday 29 February 2004: The County Conventions choose 12 of Wyoming's 28 delegates to the Republican National Convention.

  • Wyoming has 23 counties that are grouped into 12 Delegate-Districts. In each Delegate-District, except Laramie, counties are paired: one county selects a delegate while the other selects an alternate. The counties swap positions after each Presidential election. The arrangement for 2004 Delegate Districts are:
    1. Natrona-Albany: 1 delegate.
    2. Carbon-Sweetwater: 1 delegate.
    3. Lincoln-Uinta: 1 delegate.
    4. Teton-Sublette: 1 delegate.
    5. Park-Fremont: 1 delegate.
    6. Hot Springs-Washakie: 1 delegate.
    7. Sheridan-Big Horn: 1 delegate.
    8. Campbell-Johnson: 1 delegate.
    9. Crook-Weston: 1 delegate.
    10. Converse-Niobrara: 1 delegate.
    11. Platte-Goshen: 1 delegate.
    12. Laramie (single county): 1 delegate.

There is no formal system applied in the County Convention to relate the presidential preference of the Convention participants to the choice of either the county's delegates to the State Convention or the delegate(s) to the National Convention the County Convention is helping to choose. The participants at each County Convention alone determine if presidential preference is to be a factor in such choices and, if so, how it is to be applied. All delegates are officially unbound.

Thursday 6 May - Saturday 8 May 2004: The Wyoming State Republican Convention convenes in Cheyenne. The State Convention chooses the remaining 13 of Wyoming's delegates to the Republican National Convention. These 13 delegates must must inform the state convention of their presidential preference.

  • Again, there is no formal system of allocating Wyoming's National Convention delegates to presidential contenders. The delegates to the State Convention alone determine if presidential preference is to be a factor and, if so, how it is to be applied to the choosing of the 13 National Convention delegates. All delegates are officially unbound.

In addition, 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the Wyoming's Republican Party, will attend the convention as unpledged delegates by virtue of their position.
