The 4 May 2004 primary was cancelled on 9 February 2004 due to redistricting issues (Section 5 of the Voting Rights Act of 1965). The district delegates will be selected by caucus on 4 April and the at large delegate by convention on 20-23 May.

   

Sunday 1 February - Wednesday 31 March 2004 - Precinct Meetings and County Conventions. Republican Party Precinct Caucuses are held during the month of February or the first 10 days of March. Each Precinct Caucus chooses the precinct's delegates to the County Convention. Republican Party County Conventions are held within the month of March, at least 10 days prior to the scheduled District Convention. Each County Convention chooses the county's delegates to the Congressional District and State Conventions.

  • There is no formal system applied in the Precinct Caucuses and County Conventions to relate the presidential preference of the Convention participants to the choice of the precinct's delegates to the District and State Conventions. The participants at each Precinct Caucus alone determine if presidential preference is to be a factor in such choices and, if so, how it is to be applied.
 

Saturday 20 March - Saturday 24 April 2004 - the District Conventions convene. A total of 39 distict delegates to the Republican National Convention are chosen by the Conventions. There is no formal system applied to relate the presidential preference of the participants to the choice of the delegates. The participants at each Convention alone determine if presidential preference is to be a factor in such choice and, if so, how it is to be applied.

3 National Convention Delegates are elected in each of the 13 congressional districts.

Thursday 20 May - Sunday 23 May 2004: The State Convention meets to choose 25 at-large delegates from North Carolina to the Republican National Convention. There is no formal system applied to relate the presidential preference of the participants to the choice of the delegates. The participants at each Convention alone determine if presidential preference is to be a factor in such choice and, if so, how it is to be applied.

In addition, 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the North Carolina's Republican Party, will attend the convention by virtue of their position.
