The delegates to the State Convention elected the National Convention Delegates without taking a vote for Presidential Preference. While the delegates are officially not bound to any candidate, we have "soft counted" the delegates as Bush supporters.

12 March 2003 - The Republican-controlled Utah Legislature voted to withhold funding for the 2004 presidential primary - a move that is expected to save about $600,000. Utah's bill would allow the primary to return in future years, but only if there is enough money to pay for it (FOX news)

Tuesday 23 March 2004 - Precinct Caucuses meet to choose delegates to the Utah State Republican Convention.

  • There is no formal system applied in the caucus to relate the presidential preference of the precinct delegates to the choice of delegates to the State Republican Convention. The delegates in attendance at each caucus alone determine if presidential preference is to be a factor and, if so, how it is to be applied.
 

Saturday 8 May 2004: The Utah State Republican Convention convenes. The State Convention chooses the 9 National Convention Delegates (3 in each of Utah's 3 Congressional Districts) along with 24 at-large delegates to the Republican National Convention.

  • There is no formal system applied in the Convention to relate the presidential preference of the Convention delegates to the choice of the Convention's delegates to the Republican National Convention. The delegates in attendance at the State Convention alone determine if presidential preference is to be a factor and, if so, how it is to be applied.

In addition, 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the Utah's Republican Party, will attend the convention as unpledged delegates by virtue of their position.
