For all offices EXCEPT President of the United States, if no candidate receives 50% of the vote plus 1 in the Primary or General Election, the top 2 vote getters will advance to a runoff. For special elections, all candidates (regardless of party) run in the primary. If 1 candidate receives a majority (50% + 1), that candidate wins. If no one receives a majority, the top 2 candidates the most votes advance to a special runoff 28 days later. The Governor is to call the special election for a U.S. House vacancy within 10 days of the vacancy and the special election is held 30 or more days later.
