California State and Local Government


California has a "Top-Two" primary system:

  • Regular Elections and Special Elections for the U.S. Senate: All candidates, both party members and independents, participate in a non-partisan Primary. The top two vote getters, regardless of party affiliation, advance to the General Election.
  • Special Elections for the U.S. House: All candidates, both party members and independents, participate in a non-partisan Special Primary. If one candidate receives a majority (50% + 1) of the primary vote, that candidate is elected. Otherwise, the top two vote getters, regardless of party, advance to the Special General Election.

California lost 1 U.S. House seat in the 2020 Census and will elect 52 Representatives in 2022.


1 July 2021: Lieutenant Governor Eleni Kounalakis (Democratic) called a gubernatorial recall election for 14 September. The candidate filing deadline is 16 July for balloted candidates and 31 August for write-in candidates.

California Recall Election: There are 2 questions on the ballot.

  • Is the office holder to be recalled?
  • Select a replacement candidate. The second question only matters if a majority vote to recall on the first question.

Special Election -
26 April 2020: The California Secretary of State repors that the threshold of verified signatures, 1,495,709, to trigger a gubernatorial recall has been met. A recall election will be held unless a sufficient number of signatures are withdrawn.
23 June 2021: 43 signatures were recalled, an insufficient number to stop the recall election. The recall election must be held within 90 days.
1 July 2021: Lieutenant Governor Eleni Kounalakis (Democratic) called a gubernatorial recall election for 14 September. The candidate filing deadline is 16 July for balloted candidates and 31 August for write-in candidates.
