California has a "Top-Two" primary system:

  • Regular Elections: All candidates, both party members and independents, participate in a non-partisan Primary. The top two vote getters, regardless of party affiliation, advance to the General Election.
  • Special Elections: All candidates, both party members and independents, participate in a non-partisan Special Primary. If one candidate receives a majority (50% + 1) of the primary vote, that candidate is elected. Otherwise, the top two vote getters, regardless of party, advance to the Special General Election.

California lost 1 U.S. House seat in the 2020 Census and will elect 52 Representatives in 2022.


1 July 2021: Lieutenant Governor Eleni Kounalakis (Democratic) called a gubernatorial recall election for 14 September. 23 June 2021: 43 signatures were recalled, an insufficient number to stop the recall election. The recall election must be held within 90 days.

22 December 2020: Secretary of State Alex Padilla (Democratic), who was first elected in 2014 and re-elected in 2018, was chosen by Governor Gavin Newsom (Democratic) to fill the Senate Class 3 Seat of Senator Kamala D. Harris (Democratic) who was elected Vice President on 3 November.
22 December 2020: Governor Gavin Newsom appointed Assembly Member Shirley Weber (Democratic) to be the new Secretary of State. Both houses of the California Legislature must confirm the appointment.
24 January 2021: The state Assembly confirms Assembly Member Shirley Weber, 70-0.
28 January 2021: The state Senate confirms Assembly Member Shirley Weber, 29-0.
29 January 2021: Assembly Member Shirley Weber is expected to be sworn.

On 6 December 2020 he was nominated by apparent President-elect Joe Biden as Health and Human Services Secretary. On 18 March 2021, he was confirmed by the U.S. Senate as Health and Human Services Secretary, 50-49. Governor Gavin Newsom (Democratic) will appoint a replacement.
24 March 2021: Governor Gavin Newsom (Democratic) nominated Assembly Member Rob Bonta (Democratic) as the replacement Attorney General. The nomination requires approval by both chambers of the state Legislature.
22 April 2021: Confirmed by the Assembly 62-0 and Senate 29-6.
