The delegate selection processes herein was updated 8 October 2011 per the HAWAI‘I DELEGATE SELECTION PLAN FOR THE 2012 DEMOCRATIC NATIONAL CONVENTION ISSUED BY THE DEMOCRATIC PARTY OF HAWAI'I - MAY 2011.


   

Participation in Hawai'i's delegate selection process is open to all voters who wish to participate as Democrats.


Wednesday 7 March 2012: Precinct Caucuses. 26 of 35 delegates to the Democratic National Convention are pledged to presidential contenders based on the preferences expressed in a Presidential Preference Poll held during today's Hawaii Presidential Precinct Caucuses. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at both the Statewide and Congressional District Level.

  • 17 district delegates are to be pledged proportionally to presidential contenders based on the caucus results in each of Hawaii's 2 Congressional Districts.
    • CD 1: 8
    • CD 2: 9
  • 9 delegates are to be pledged to presidential contenders based on the caucus results statewide.
    • 6 at-large National Convention delegates
    • 3 Pledged PLEOs

Here's how we compute the delegate count:

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not meet the threshold.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

The party did not have a breakdown by Congressional District so we apportioned the vote 50% to each CD.

 

Friday 25 May - Sunday 27 May 2012: Hawai'i Democratic State Convention convenes.

National Convention delegates are elected at the State Convention / State Central Committee Meeting-- District delegates on 26 May-- Pledged PLEO and At-Large delegates on 27 May.

The remaining 9 National Convention delegates consist of

  • 9 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 4 Members of Congress (2 Senators and 2 Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.

These 9 delegates and will go to the Democratic National Convention officially "Unpledged".
