PRESIDENTIAL PRIMARY/CAUCUSES

Tuesday 5 February 2008

26 of 38 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's New Mexico Party-run primary: 17 district delegates allocated proportionally to presidential contenders based on the results in each of the State's 3 congressional districts; 9 delegates allocated to presidential contenders based on the caucus vote statewide. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level. A voter may vote by mail or in person at over 150 caucus sites, such caucuses are called to order at Noon MST (1900 UTC) and adjourn at 7 PM MST (0200 UTC). (Thus, this is- in its essence- what is generally known as a "firehouse primary" in other jurisdictions: a local caucus or other like Party meeting during which a binding presidential preference canvass is taken).

Here is how we compute the delegate count (based on final results from a party source):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Clinton and Obama have qualified for delegates.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Tuesday 5 February 2008: 26 of 38 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's New Mexico Party-run primary. A voter may vote by mail or in person at over 150 caucus sites. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level. The caucuses are called to order is at noon MST and adjourn at 7 PM MST. The counting of absentee ballots begins after 6 AM.

  • 17 district delegates are to be allocated proportionally to presidential contenders based on the caucus results in each of the State's 3 congressional districts.
    • CD 1: 6
    • CD 2: 5
    • CD 3: 6
  • In addition, 9 delegates are to be allocated to presidential contenders based on the caucus vote statewide.
    • 6 at-large National Convention delegates
    • 3 Pledged PLEOs

The State Chair shall notify each district chair by 15 February 2008 of the delegate allocation by presidential preference.

Saturday 26 April 2008: State Central Committee - election of unpledged delegates

The remaining 12 National Convention delegates consist of

  • 11 Unpledged PLEO delegates:
    • 7 Democratic National Committee members.
    • 2 Members of Congress (1 Senator and 1 Representative).
    • 1 Governor.
    • 1 Distinguished Party Leader (Former DNC Chairman Fred R. Harris).
  • 1 Unpledged "add-on" (selected by the State Party Central Committee).

These 12 delegates and will go to the Democratic National Convention officially "Unpledged".
