GEORGIA Democratic PRESIDENTIAL PRIMARY

Tuesday 5 February 2008

87 of 103 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Georgia Presidential Primary: 57 delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 13 congressional districts; 30 delegates are to be allocated to presidential contenders based on the primary vote statewide. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

Here's how we estimate the delegate count (based on uncertified returns from an official source as of 13 February 2008 2:07:38 PM EST):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Clinton and Obama have qualified for delegates.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

The data below is from an early estimate from the Georgia Democratic Party. The final delegate count as tabulated by the Georgia Democratic Party is Obama 60, Clinton 27. The split in CD 2 is Obama 3, Clinton 2. We do not have complete popular vote totals at this time.

District level delegates and alternates are elected at the Congressional District Caucuses on 19 April 2008.

 

Saturday 24 May 2008: State Committee Meeting

The remaining 15 National Convention delegates consist of

  • 13 Unpledged PLEO delegates:
    • 6 Democratic National Committee members.
    • 6 Members of Congress (0 Senators and 6 Representatives).
    • 0 Governors.
    • 1 Distinguished Party Leader (former President James "Jimmy" Carter).
  • 2 Unpledged "add-on"s (selected during the State Committee Meeting).

These 15 delegates and will go to the Democratic National Convention officially "Unpledged".
