Here's how we estimate the delegate count from the 8 March 2008 Caucuses: (Results as 8 March 2008 6:41p PST from a party source with 100% of the counties reporting. Note that zero national convention delegates are allocated during the Country Caucuses / Conventions - national convention delegates are first elected in May.)

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Obama and Clinton have qualified for delegates.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

WYOMING DELEGATE SELECTION PLAN FOR THE 2008 DEMOCRATIC NATIONAL CONVENTION


   

Saturday 8 March 2008: Democratic Party Country Caucuses (also known as "County Conventions") meet in each county. The County Caucuses choose delegates to the Wyoming State Democratic Convention. Such delegates to the State Convention are allocated to presidential contenders in proportion to the percentage of the support each candidate received at the County Caucus.

  • 7 of 18 delegates to the Democratic National Convention are allocated to presidential contenders in proportion to the support each candidate receives at the Country Caucuses. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the congressional district level. (Wyoming has only a single Congressional District)
 

Saturday 24 May 2008: State Convention. 5 of 18 delegates to the Democratic National Convention are allocated to presidential contenders in proportion to the support each candidate receives at the State Convention. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

  • 5 delegates are to be allocated to presidential contenders based on the support each candidate receives at the State Convention as a whole.
    • 3 at-large National Convention delegates
    • 2 Pledged PLEOs

The remaining 6 National Convention delegates consist of

  • 5 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 0 Members of Congress (0 Senators and 0 Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.
  • 1 Unpledged "add-on" (selected during the State Convention).

These 6 delegates and will go to the Democratic National Convention officially "Unpledged".
