Reference: VIRGINIA DELEGATE SELECTION PLAN FOR THE 2008 DEMOCRATIC NATIONAL CONVENTION (REVISED JANUARY 30, 2008)


Here is how we compute the delegate count (based on certified returns from an official source as of 27 February 2008):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Clinton and Obama have qualified for delegates.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Tuesday 12 February 2008: 83 of 101 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Virginia Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

  • 54 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 11 congressional districts.
    • CD 1: 4
    • CD 2: 4
    • CD 3: 6
    • CD 4: 5
    • CD 5: 4
    • CD 6: 4
    • CD 7: 5
    • CD 8: 7
    • CD 9: 4
    • CD 10: 5
    • CD 11: 6
  • In addition, 29 delegates are to be allocated to presidential contenders based on the primary results statewide.
    • 18 at-large National Convention delegates
    • 11 Pledged PLEOs

The results of the Tuesday 12 February 2008 primary are also used to allocate 2,000 district delegates elected at county and city caucuses held on 19 and 21 April 2008. The 2,000 district delegates attend the congressional district conventions and the State Convention. National Convention District Level delegates are selected during the Saturday 10, 17, and 24 May District Conventions according to the results of the Primary.

All delegates shall in good conscience reflect the sentiments of the presidential candidate to whom they are pledged in that candidate’s caucus on the first ballot at the district convention and again at the State Convention.

District and State Convention delegates who do not form a candidate caucus that that reaches a 15% threshold at the district or state level may join another candidate caucus and pledge to that candidate. After joining another candidate caucus, however, the delegates shall remain committed to that candidate throughout the process.

 

Saturday 14 June 2008: The Virginia State Democratic Convention convenes. The State Convention chooses the at-large and pledged PLEO delegates who will attend the Democratic National Convention based on presidential preference as determined by the Primary. The remaining 18 National Convention delegates consist of

  • 16 Unpledged PLEO delegates:
    • 10 Democratic National Committee members.
    • 4 Members of Congress (1 Senator and 3 Representatives).
    • 1 Governor.
    • 1 Distinguished Party Leader (former DNC Chairman Terence Richard "Terry" McAuliffe).
  • 2 Unpledged "add-on"s (elected at the State Convention).

These 18 delegates and will go to the Democratic National Convention officially "Unpledged".
