MINNESOTA Democratic Precinct CAUCUSES

Tuesday 5 February 2008

72 of 88 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Minnesota Precinct Caucuses: 47 delegates are to be allocated proportionally to presidential contenders based on the results from the caucuses in each of the State's 8 congressional districts; 25 delegates allocated to presidential contenders based on the total caucus vote statewide. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level. (This is what is generally known as a "firehouse primary": during Democrat-Farmer Labor Party precinct meetings- in which local party officers are elected and delegates are chosen for the party's county and higher tier conventions (organizational bodies having nothing directly to do with the pledging of National Convention delegates to presidential contenders [although these later meetings will choose the actual delegates themselves])- a binding presidential preference canvass is also being taken).

Here is how we estimate the delegate count (based on preliminary results of the Tuesday 5 February 2008 preliminary caucuses from an official source with 99.76% of the districts reporting):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Clinton and Obama have qualified for delegates.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Tuesday 5 February 2008: Precinct Caucuses. 72 of 88 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Minnesota Precinct Caucuses.   • 47 district delegates are to be allocated proportionally to presidential contenders based on the caucuses results in each of the State's 8 congressional districts.
    • CD 1: 5
    • CD 2: 5
    • CD 3: 6
    • CD 4: 7
    • CD 5: 8
    • CD 6: 5
    • CD 7: 5
    • CD 8: 6
  • In addition, 25 delegates are to be allocated to presidential contenders based on the caucus vote statewide.
    • 16 at-large National Convention delegates
    • 9 Pledged PLEOs

These precinct meetings make up what is generally known as a "firehouse primary", as the party's precinct meetings- at which local party officers are elected and delegates are chosen for the party's county and higher tier conventions (organizational bodies having nothing directly to do with the allocation of National Convention delegates to presidential contenders though they will choose the actual delegates themselves)- are also hosting a binding presidential primary at the same time.

The DFL County Unit Conventions are held from 5 February to 6 April 2008. At the county unit level, delegates and alternates will be elected to the Congressional District and State Conventions.

National Convention District level delegates are selected at District Conventions conducted between 19 April to 6 June 2008.

 

Friday 6 June - Sunday 8 June 2008: State Convention in Rochester.

The remaining 16 National Convention delegates consist of

  • 14 Unpledged PLEO delegates:
    • 7 Democratic National Committee members.
    • 6 Members of Congress (1 Senator and 5 Representatives).
    • 0 Governors.
    • 1 Distinguished Party Leader (former Vice President Walter "Fritz" Mondale).
  • 2 Unpledged "add-on"s (elected during the State Convention).

These 16 delegates and will go to the Democratic National Convention officially "Unpledged".
