KANSAS Local Unit CAUCUSES

Tuesday 5 February 2008

21 of 41 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of today's Local Unit (first-tier) Caucuses: these 21 delegates allocated proportionally to presidential contenders based on the caucus vote in each of the State's 4 congressional districts. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the congressional district level.

Here is how we compute the delegate count (based on uncertified results from an party source as of 7 February 2008):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Clinton and Obama have qualified for delegates.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote. Note: The statewide delegates could change pending a Presidential Preference vote at the 17 May Convention.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Participation in Kansas’s delegate selection process is open to all eligible voters who wish to participate as Democrats. To be considered for the delegate selection process, a voter must be registered as a Democrat at their current address. Individuals not registered as Democrats may register at the caucus on 5 February 2008.


Tuesday 5 February 2008: Local Unit Conventions (first tier caucuses) convene. Each caucus chooses delegates to the Kansas District Convention.

21 of 41 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of today's first-tier Caucuses. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the congressional district level.

  • 21 district delegates are to be allocated proportionally to presidential contenders based on the caucus vote in each of the State's 4 congressional districts.

    • CD 2: 6
    • CD 3: 7
    • CD 4: 4
 

Saturday 12 April 2008: District Conventions elect district-level delegates and alternates according to the results of the first-tier caucuses.

 

Saturday 17 May 2008: State Convention

11 of 41 delegates to the Democratic National Convention are allocated to presidential contenders based on the preferences among convention participants. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the statewide level.

  • 11 delegates are to be allocated to presidential contenders based on the convention results.
    • 7 at-large National Convention delegates
    • 4 Pledged PLEOs

The remaining 9 National Convention delegates consist of

  • 8 Unpledged PLEO delegates:
    • 5 Democratic National Committee members.
    • 2 Members of Congress (0 Senators and 2 Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.
  • 1 Unpledged "add-on" (selected during the State Convention).

These 9 delegates and will go to the Democratic National Convention officially "Unpledged".

The Pledged PLEO and At-Large National Convention delegates were selected according to the results of the 5 February 2008 Caucuses.
