The debates begin at 9PM Eastern Daylight time and are open to candidates who (1) are constitutionally eligible to hold the office of President, (2) have achieved ballot access in a sufficient number of states to win 270 electoral votes, and (3) are polling at 15% in select national polls. The 8 October Town Hall Meeting participants are likely to be undecided voters selected by the Gallup Organization from the metropolitan area of the debate cities.
