The Green Papers:
2005 Political Party Breakdown by State
re: "Traditional" Sections and Regions

Below is a table of the political breakdown among the two Major Parties re: Electoral Vote for President, Governors, U.S. Senators and Congressmen within each of the so-called "Traditional" Sections and Regions of the United States of America as said breakdown has resulted from the most recent election(s) for said offices (subject to certain "rules" and caveats that will be addressed shortly). The "traditional" Sections and Regions used in this particular table are those that were originally utilized by the U.S. Census Bureau, beginning in the late 19th Century and on through most of the 20th Century: the grouping of States within these "traditional" sections and regions may not necessarily coincide with the sections and regions of the USofA as defined elsewhere on this website.

The Electoral Vote for President in this table is the "apparent electoral vote" garnered by a candidate in the 2004 Presidential Election (this "apparent electoral vote" is a database device involving the compiling of the Electoral Vote totals under the assumption that the candidate who received the plurality of the vote in a given State has also received the votes of each and every one of that State's Presidential Electors [almost always true in any event nowadays, but there can always be exceptions]; "apparent electoral vote" does not take into account faithless Electors, a divided electoral vote from a State, or any other Electoral College anomalies. The term "apparent electoral vote", by the way, is derived from the idea that this is the Electoral Vote as was "apparent"- that is, as generally reported by the media- in the immediate aftermath of a Presidential Election, before anyone can possibly know how the Presidential Electors might actually vote some weeks later).

The Parties of the Governors in this table are re: those who were elected in the most recent Gubernatorial General Election in each State: those elected in Special Elections (including Recall Elections)- where these might have been held for Governor- are only counted if a legislative General Election during which a Governor was not chosen has intervened.

The Parties of the U.S. Senators are re: those who were elected in the most recent General Election for the Electoral Class of a given Senator's seat: Special Elections are not counted unless a Federal (Congressional) Election in which the given seat would normally not be up for election has intervened or the Special Election for the seat was held concurrently with said Federal (Congressional) Election-- the same rules apply to any Senator that may have switched Parties since he or she has been elected in the most recent General Election for that seat. Senators appointed to fill a vacancy in a seat do not at all alter the data in this table unless the appointed Senator has been subsequently elected in either a Special Election to fill out an unexpired term (subject to the "rules" already stated above) or a General Election for a full six-year term.

The Parties of those serving in the U.S. House of Representatives are solely those of Members of Congress who were elected in the most recent General Election for the full House (that is, the most recent Federal [Congressional] Election): House members elected in a Special Election do not alter the data in this table unless and until they have been re-elected in the Federal (Congressional) Election immediately following said Special Election.
