Kerry wins Virginia, holding bare majority of the vote;
Edwards a distant second but qualifies for delegates;
other candidates trail, all below 15% delegate threshold

Here's how we compute the delegate count:

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Tuesday 10 February 2004: 82 of 98 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Virginia Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

  • 53 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 11 congressional districts.

    • CD 4: 5
    • CD 5: 5
    • CD 6: 4
    • CD 7: 5
    • CD 8: 6
    • CD 9: 5
    • CD 10: 4
    • CD 11: 5
  • In addition, 29 delegates are to be allocated to presidential contenders based on the primary results statewide.
    • 18 at-large National Convention delegates
    • 11 Pledged PLEOs

The results of the Tuesday 10 February 2004 primary are used to allocate district delegates who are elected at county and city caucuses held on 17 April, county and city caucuses held on 19 April, county or city conventions held before 24 April 2004. The 2,000 district delegates elected during these caucuses will attend congressional district conventions and the State Convention.

District Level delegates are selected during the 8 May, 15 May, and 22 May 2004 District Conventions.

All delegates shall in good conscience reflect the sentiments of the presidential candidate to whom they are pledged in that candidate’s caucus on the first ballot at the district convention and again at the State Convention.

The district and State Convention delegates elected in county and city caucuses (or conventions) shall be allocated according to the Presidential Preference Primary. District and State Convention delegates who do not form a candidate caucus that that reaches a 15% threshold at the district or state level may join another candidate caucus and pledge to that candidate. After joining another candidate caucus, however, the delegates shall remain committed to that candidate throughout the process.

 

Saturday 5 June 2004: The Virginia State Democratic Convention convenes. The State Convention chooses the at-large and pledged PLEO delegates who will attend the Democratic National Convention based on presidential preference as determined by the 10 February primary. The remaining 16 National Convention delegates consist of

  • 14 Unpledged PLEO delegates:
    • 10 Democratic National Committee members
    • 3 Members of Congress (0 Senators and 3 Representatives)
    • 1 Governor
    • 0 Distinguished Party Leaders
  • 2 Unpledged "add-on"s (elected at the State Convention)

These 16 delegates and will go to the Democratic National Convention officially "Unpledged".
