California State and Local Government


California has a "Top-Two" primary system:

  • Regular Elections: All candidates, both party members and independents, participate in a non-partisan Primary. The top two vote getters, regardless of party affiliation, advance to the General Election.
  • Special Elections: All candidates, both party members and independents, participate in a non-partisan Special Primary. If one candidate receives a majority (50% + 1) of the primary vote, that candidate is elected. Otherwise, the top two vote getters, regardless of party, advance to the Special General Election.

5 January 2017: Assembly Member Kevin Mullin introduced AB 84 which would move the California primary to the 1st Tuesday after the 1st Monday in March in presidential years. In non-presidential years, the primary would be in 1st Tuesday after the 1st Monday in June.

11 April 2017: Senator Ricardo Lara introduced SB 568 which, in Presidential election years, would move the California primary to the 3rd Tuesday in March or a date selected by the Governor that is before the 3rd Tuesday in March, provided that the Governor issues a proclamation calling the election at least 240 days before the date. In non-presidential years, the primary would be in 1st Tuesday after the 1st Monday in June.

When available, we post each candidate's FEC identification number, the date of their most recently filed Report of Receipts and Disbursements, their "Tot" [Total Receipts (contributions received or what came in: FEC Form 3, Line 16, Column B)] and their "Dsb" [Total Disbursements (expenditures or what was spent: FEC Form 3, Line 23, Column B)]. A link is provided to the Federal Election Commission's Summary Report for those who might wish to explore the details.

If a candidate raises or spends $5,000 or less, he or she is not subject to FEC reporting requirements.
