Friday 4 June - Sunday 6 June 2004: The Hawaii State Republican Convention convenes. Congressional District Caucuses made up of the State Convention delegates from each of Hawaii's 2 congressional districts choose the 6 district National Convention delegates (3 per congressional district). The State Convention as a whole chooses 11 (10 base at-large plus 1 bonus) of Hawaii's delegates to the Republican National Convention.
- There is no formal system of allocating Hawaii's National Convention delegates to presidential contenders. The delegates to the State Convention (whether as participants in their respective Congressional District Caucuses or in the Convention as a whole) alone determine if presidential preference is to be a factor and, if so, how it is to be applied to the choosing of the state's National Convention delegates.
In addition, 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the Hawaii's Republican Party, will attend the convention as pledged delegates by virtue of their position.
Rules of the Republican Party of Hawaii:
- Section 216. CANDIDATE COMMITMENTS. Except by their own commitments, National Delegates and Alternates shall not be required to support any particular candidate for the Republican nomination for President or Vice President. Candidates for delegate or alternate to the National Convention may run committed to a particular candidate for the Republican nomination for President or Vice President. Provided the candidate the delegate or alternate is supporting has not withdrawn prior to the first ballot at the National Convention, the commitment to that candidate shall be binding, but only through the first ballot.
