26 May 2004 Unpledged delegate preference update: Kerry: 3. Unpledged delegates appear in the "Soft Unpledged" column. The Popular Vote above is based on official returns from the Arkansas Secretary of State for the 18 May Primary. The certified vote notes 267 overvotes and 19,419 undervotes. This Presidential Primary coincides with a state/local primary. These coinciding primaries tend to have an impact upon voter turnout. Delegate count update: The delegate count provided by dem2004.org is used as the "soft count" while the results of the 18 May primary are used for the "hard count". Note the the number of delegates per CD (1, 2, 3, 4) differs between the plan (6, 6, 5, 6) and "as elected" (7, 5, 4, 7). Also note that 4 "uncommitted" delegate postions switched to "Kerry". Tuesday 18 May 2004: 36 of 47 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Arkansas Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.
