The delegate selection processes herein was updated 12 May 2012 per the Delegate Selection Plan as of 29 June 2011.

Starting on Tuesday 20 March 2012, a 15% pledged delegate bonus is awarded when clusters of 3 or more neighboring states begin on the same date. Alaska and Hawaii are considered neighboring states of Washington and Oregon. [Reg 5.1.B Article I.C.2.b]

The state received a 20% pledged delegate bonus for starting in Stage III (May and June).

Participation in Oregon's delegate selection process is open to registered Democrats.

Tuesday 15 May 2012: 70 of 84 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Oregon Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

  • 47 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 5 congressional districts. Because of its size, CD 2 is split into 2.
    • CD 1: 9
    • CD 2a (the southwest counties of Jackson, Klamath, and that part of Josephine County within CD 2): 3
    • CD 2b (counties of Baker, Crook, Deschutes, Gilliam, Grant, Harney, Hood River, Jefferson, Lake, Malheur, Morrow, Sherman, Umatilla, Union, Wallowa, Wasco and Wheeler): 4
    • CD 3: 12
    • CD 4: 10
    • CD 5: 9
  • In addition, 23 delegates are to be allocated to presidential contenders based on the primary vote statewide.
    • 15 at-large National Convention delegates
    • 8 Pledged PLEOs

This is a vote by mail primary. State election officials will be mailing ballots out to registered voters between 18 to 14 days before the election. Voters have until 8 PM local time on the date of the Primary to return the completed ballot.

Obama, the only candidate on the ballot, will receive Oregon's 70 pledged delegates.

Saturday 2 June 2012 - Congressional District Conventions. The 47 district delegates to the Democratic National Convention are elected according to the results of the primary.

 

Saturday 16 June 2012: State Convention

8 Pledged PLEO and 15 At-Large National Convention delegates are elected according to the results of the primary.

The remaining 14 National Convention delegates consist of

  • 14 Unpledged PLEO delegates:
    • 7 Democratic National Committee members.
    • 6 Members of Congress (2 Senators and 4 Representatives).
    • 1 Governor.
    • 0 Distinguished Party Leaders.

These 14 delegates and will go to the Democratic National Convention officially "Unpledged".


Notes:

HB 2429, first read on 11 January 2011, would move both the Presidential and partisan primaries from the 3rd Tuesday in May to the 2nd Tuesday in June.
