10 May 2008 Convention update: State delegates defeated the proposed party by-laws change that would have unbound Utah's national delegation from Romney. The vote was taken by participants raising their credentials. The vote was "not even close" and no tally was taken. Hence, the proposed convention resolution that would have bound Utah's national delegation to McCain was never considered. Utah's 36 Republican National Delegates remain bound to Romney on the first ballot.


There is a proposal for consideration at the Saturday 10 May 2008 Utah Republican Party State Convention. If passed, the change would unbind Utah's national delegates from Governor Romney and bind them to Senator McCain. The proposed rule change will require a 2/3 majority of state delegates present. The proposed resolution will require a simple majority of these same delegates.

According to the resolution, Romney did formally withdraw and did formally release his delegates "to the extent allowed by party rules and state law". However, Utah's party rules do not allow for such a release. While Mr. Romney has "encouraged" his former delegates to support McCain, these delegates are currently "bound" to Mr. Romney.

  • Proposed Bylaw Amendment
    • On the first ballot, the National Delegation shall be bound to vote for the candidate who has received the most votes in the Republican Presidential Primary unless the candidate has ceased to be a candidate for any reason or releases the delegates. The National Delegation shall not be bound on any subsequent ballots.
  • Proposed Resolution Regarding Release of National Delegates.
    • WHEREAS, Governor Mitt Romney was the candidate receiving the most votes of the statewide vote in Utah’s February 5, 2008 Republican Presidential Primary; ... Governor Romney has since withdrawn from the 2008 Presidential Election ... [and] ... has endorsed Senator McCain ... Governor Romney has respectfully requested that Utah’s National Convention Delegates ... cast their votes for Senator McCain.

Tuesday 5 February 2008: All 36 of Utah's delegates to the Republican National Convention are allocated to a presidential contender in today's Utah Presidential Primary.

  • 36 National Convention delegates are to be allocated to the presidential contender receiving the greatest number of votes in the primary statewide. [Utah Republican Party Bylaws 7.0.B]

The 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the Utah's Republican Party, will attend the convention as pledged delegates by virtue of their position.

 

Saturday 10 May 2008: The Utah State Republican Convention convenes.


On the first ballot, the national delegation are bound to vote for the candidate who has received the most votes in the Republican Presidential Primary. The delegation is not bound on subsequent ballots. [Utah Republican Party Bylaws 7.0.B]
